Just s you know the chance on hit from that weaponvwont work as it is a chance on hit and im preety sure they dont work in forms

I also am going to start leveling my lvl 28 Druid. I intend to go Feral for tanking with him. I was wondering what gear I should keep an eye out for, and what the rules are for weapons while in Bear form? Should I look for a Staff or a 2H mace?
Doesn't matter, go with the one with the higher stats.
Gear for Lvln? Stam/Agil/Str is always nice for feral.

At 29, the Crowd Pummeler from Gnomer is the best Feral spec weapon, imho.

STR gathers compound bonuses where Agi will not.
I would disagree on that.
Strength: multiplied by Survival of the Fittest and Heart of the Wild, gives you AP (two per point before multipliers) and that's it.
Agility: multiplied by Survival of the Fittest and Heart of the Wild, gives you AP (one per point before multipliers) as well as crit (rather important for DPS) and dodge (useful if you happen to have to shapeshift to bearform and tank in an emergency).
It doesn't necessarily mean you should always go for "rogue gear", but it does mean you ought to sit down and do the math (adding up the stats to get the total AP, crit, and so on each item gives you) when comparing different items. There's no hard-and-fast rule to identify at a glance what's better (though, in general, "agi + AP + sockets = good" tends to work; but doing the math is
always
good).
But that's really beside the point in terms of this discussion :)
