Hit is absolutely not overrated. You should at any point be hit capped.
Missing 1 shot of 10 000 damage for instance, is a big loss in the big picture. Especially since these can be potential critical strikes.
Gemming hit will benefit you the most. If needed, enchant your boots with Icewalker (which also gives a decent crit buff) and your gloves with precision. If you're missing 1%, ask to be placed in a group with a dranei to compensate for that until you're hit capped.
If you are able to farm enough emblems to get the Triumph trinket, go buy it, it'll help you reach the hit cap by a lot. If none of this is possible, or you're not willing to/can't afford gems, add some points to Focused Aim.

Hit is not the most important stat as people say.
It's just the stat that increases the DPS the most per point, before the cap.
If we required 90 hit to get 1% more chance to hit, it would be a crappy stat.
So, like, losing 30 Hit and gaining 100 ArP would be a DPS increase.
Hit is only important on cases where you HAVE to hit. Like, the ones who have to interrupt Vezax, they can't miss or the raid will be in trouble.
