I was on XP for a while and switched to Vista 32 and noticed no difference in gameplay.

I'm on XP SP3 with maxed RAM for a 32 bit OS. I use an ATI 2600 Pro card and my ping is normally 160-180ms. It's basically a souped-up Dimension 4700 and I pull 60fps soloing and 40 in ten-mans.
Maybe your latency is the issue? Are your cards sharing RAM with the CPU?

I need help figuring out why my game is getting such low FPS on such a beast of a computer.
If you know a thing or two, more than me, about computers... then please help me. We could talk in vent, email, here, or an instant messenger. I don't care so long as I bring my FPS up without dumbing down my graphic settings.
need pc's specs, there are a number of reasons for framerate issues, the most common one is the drivers. post specs.
"Are you using Vista? I have a 64-bit machine with 8GB of RAM / 2GB of Video graphics, etc and on Vista I only get 20 FPS. It's terrible.
I downloaded Windows 7 and I peak about 210 FPS and running around questing about 140 FPS all the time."
8GB of ram is overkillf or gaming and most of it is useless, also the video memory (your stated 2gb) is also not entirely needed unless playing at extremely high resoultions, which would be 26+ inch monitors.

Some addons could cause loss of FPS as well. Especially ones with badly programmed timers.

Latest drivers for the graphics cards? That is almost always the solution.
AC power? You might be running in balanced power mode if not.
Windows Vista recognises 4gb of ram but reserves around 1gb for itself. This is just a limit with 32 bit memory address space. 64 bit obviously solves this but it is really just a waste of money that the memory suppliers try to convince you to use. I've never seen a game use more than 2gb of ram. Application that use large amounts of memory would be CAD/Photoshop or server application like IIS.
If the notebook is a dual core then it will be 64bit, you could upgrade to Vista 64 bit for a small increase in graphic performance but probably isn't worth it for driver issues.
What FPS do you get? I'm on full settings and get around 30fps, and the game barely challenges my Geforce 8800 even when 40 people are stood doing AoE waiting for the Wintergrasp portal to open.
If the the refresh rate of screen is 60hz then more than 60 fps won't be noticeable.

Latency has absolutely nothing to do with computer performance.
Roll on a server thousands of miles away from you and tell me how your frame rate compares.

If you havn't, try getting the "Service Pack 2" to Vista, which is actually out these days, but havn't been pushed to the automatic update yet. You should be able to find it manually, via "Windows Update".
... I have no idea if this is going to change anything though, but I'm fairly sure that it should help - hell, it can't make it worse atleast :)
