Are you referring to the enhancement for the pants?
If so, then embroidery is better because it has spell power and spirit, which means more spell power.
23 Haste isn't all that great.

The current
Lightweave Embroidery
is good for PvP, but not so hot for PvE because of the 45s internal cooldown.
Go with the
Greater Speed
enchant for raiding.
However, the PTR version of
Lightweave Embroidery
looks much more promising, so things could change come Ulduar.

I use lightweave, its awesome. High chance of proccing (when off its internal CD), and it crits too (usually for 2k). IMO its all about preference.
