The more +healing your have the better results you will see with Lifebloom. Note that the HoT ticks stack but the "bloom" heal does not. If you're going for a burst heal just stack 1 charge on the target. If you're going for a ticking Rejuv effect then stack 3 charges and refresh them before the bloom.

Each tick gets ~7.4% of your +healing. So if you have 1000 +heal, each of them will be increased by 74 up to 113 and stacking/refreshing it allows you to heal 339 per second for 220 mana every 6 seconds. These numbers are further improved by resto talents, personally I can get almost 500 hps for 176 mana every 6 sec.
So yes, you need healing gear for it to be effective. If you do, it becomes a monster. For a leveling feral, regrowth/rejuv are generally better.

Do not forget the mana cost, effective can mean 2 things in my oppinion 1 is supreme healing in slowest time, second is how long is het able to heal/be effective.
I think it is one of the best spells tbh :)

Another rather important thing to remember with Lifebloom is that the
stack
remembers the +healing with which it was initially cast. This means, if you activate a trinket when you first put the stack down and never let it wear off, even when the trinket buff is gone, the stack will still operate under the same +healing with which it was created.
Just don't let the HOT fade :).
