I unfortunately don't have much experience with leveling Rogues, but one suggestion:
If you can afford it/it works for you/you actually have a friend to recruit, the RaF leveling bonuses make leveling speed pretty crazy, if that's your main concern.
If not, disregard.
That being said, and uneducated guess: Rogues aren't going to have a lot of down-time, in theory, especially if you power-level first aide (no eating), so your concern is just going to be killing stuff fast. And that's what I have no clue if rogues are good at at low levels.

My rogue is 42 right now, wearing BtA shoulders, and dual BtA daggers, and he kills stuff pretty quickly and efficiently with Assassination spec.
I'd say they level at a pretty decent speed, compared to most classes.

Im doing this myself at the moment and i can say yea with full Heirloom its fast
im at lvl 23 with 12 hours played time and that includes levelling professions at the same time.

Yes, Rogues burst down mobs quickly and have little to no downtime.
Nobody else mentioned this yet, but many quests involve reaching a certain area or object. Rogues can Stealth past mobs to quest quicker than most other classes.

the only problem with rogues is that we don't have anything to regain health during combat, and we get hit pretty often and relatively hard since we're in leather. anyway you have great gear with BoA, so mobs go down faster = less hit you take.

Yeah you may be able to stealth to the book you need to pick up for a quest and turn it in faster but the Warrior that needs to kill his way in will get that XP you never did which sometimes gives you more than the quest turn in.
I'm not sure stealthing to finish a quest and moving to the next is all that much more XP than just killing you way in or whatever. Maybe a little but not a lot.
And in the time it takes the warrior to kill his way to the objective, a rogue can complete another quest. It depends on the situation, but often stealthing to an objective, if it's an option, leads to faster leveling. Especially in scenarios where quest turn-ins account for a bulk of your xp, which is usually the case.
