I have levelled my pally from lvl 1 to 75, and although I admit there have been some tough periods, I never encountered mana-loss like you describe it.
Surely, you can't go OOM, just from judging mobs, and since you don't use Consecrate, I can only assume you have to heal yourself extensively. If this is indeed the case, I would suggest you respecc to
this

said, when you start using 2H weapons, you'll definitely need the additional 5% dodge, and to compensate for your OOM problem, you might find that Benediction could alleviate it a bit, although it won't do you much good if you need to heal a lot.

I have a lvl40 prot paladin on a different server, running out of mana for me was unheard of cause I went with like 3/5 in Benediction. It probably also helped that I kept blacksmithing maxed all the time so I had some good gear. And dont enchant gear unless you know it will last you 5+ levels, and only a few things will last you that long while you level. And also, you dont really need to switch to Ret till 30, level with whatever you enjoy the most. My main paladin has been speced Holy since lvl10 heh.

Benediction isn't the big piece of advice. The 5% dodge is the big piece of advice so far.
Don't buy gear for int, you don't need extra mana like that. I agree that it's probably the fact that you're healing - and not downing mobs fast enough.
Consider - you can blow a third of your mana on Holy Light and heal yourself for 200, or do 130 damage to every mob around you. If you're only attacking one mob at a time, then it's not worth it. But if you're having issues with healing, then I'm guessing you're either fighting too many mobs, or too high level mobs.
If you're fighting too many, use Consecrate. If you're fighting too high level, then you might want to move somewhere else to level.
Don't waste mana pulling with Hand of Reckoning. Just go up and hit the guys. Each single mob should be something along the lines of:
2 Judgements (10% base mana) @ 35 damage each
1 Exorcism (10% base mana) @ 122 damage each
6 melee attacks @ (say) 35 damage each
6 Seal of Retribution hits @ 8 damage each
So you're spending 20% mana over 12 seconds, doing 70 + 122 + 210 + 48 = 450 damage. A Mo'Grosh Ogre in Loch Modan (L18-19) has 417-449 health. So that should be about right. If Judgement of Light has a 50% proc rate, then you'll be healed for 51 health in the process.
Judgement of Light or Judgement of Wisdom? Light will heal you for 17 health. Wisdom will increase mana by 2%. So to save up enough mana for a Holy Light, you need it to proc 17 times (34%). 17 procs would give you 289 health, which is much more than what Holy Light will heal you for. Judge with Light if you're healing yourself regularly.

Not all prot pallies are tanks. Many simply do it for the ease in levelling/solo'ing world content, especially in Classic areas.

Judgement of Light or Judgement of Wisdom? Light will heal you for 17 health. Wisdom will increase mana by 2%. 3) You need to find your "happy medium" That means trying various size pulls with different combos of wisdom and light seals/judgements. If mana is an issue you should try sealing and judging wisdom. Mana can be converted to health, so your best bet may be doing that and then healing/bandaging between fights. It will depend on you.
See above - judging Light will provide better returns than judging Wisdom, given his attack power and spellpower (zero), assuming the same proc rate. If you don't need to heal, then Wisdom will be better. Seals of Wisdom/Light don't come until later levels.
And since the random characters down the bottom have prompted me, remember to judge Justice as and when necessary to avoid mobs running away and attracting more.
