Rend and Tear (but 0/2 Shredding Attacks), Mangle is still more energy efficient than Shred is, even with the Mangle debuff.
And regarding FFF>Mangle>Rake versus FFF>Rake>Mangle, I choose Rake before Mangle so that there's just that much of a better chance of Rake lasting its full duration.
For the most part now I'll just open up with that FFF>Rake>Mangle combo, then continue with Mangles till 5 CP and Ferocious Bite, and then Mangle till the mob is dead (usually it'll just be 1 more Mangle).
With Clearcasts so randomly, with random crits granting a bonus CP, and with Tiger's Fury restoring energy every 60 seconds, it's pretty tough to say exactly how much I do or don't do.
I was boomkin for a few levels (till I changed my second spec to Resto), for most of the Outlands. I opened with Insect Swarm, and then used Starfire once (if it's a crit) or twice (if no crits), followed by a Wrath (for the fast casting speed) if the mob had ~1khp.
If I pulled 2 or 3 mobs I just Barkskinned and Hurricaned. If 4+ mobs, Barkskin, Starfall then Hurricane.
I found boomkin to be pretty annoying to level (though it wasn't too bad once I actually had a full set of caster items), even with caster heirloom chest, shoulder and weapon. Having to split mana between heals and damage just got too annoying.

Swipe is great because of a couple reasons: it costs less rage than maul.
You may want to reconsider:
Swipe;
Maul. These are brought down to 15 and 10 rage respectively with Ferocity.
Maul also has the hidden the rage cost of not giving you rage for the damage done, like an auto-attack would
