The general thinking is that slow; 2.6 or so weapons are the best bet. Since Stormstrike and Lava Lash do instant damage, why not make them hit as hard as possible?
Especially considering all the haste you can get: 20% with imp. windfury totem and 25% with the haste talent. I'm regularly attacking at about 1.5ish with 2.6 weapons while dungeon crawling.

OK, I'll bite.
General consensus is that a slow MH and OH (as close to your 3 second WF cooldown as possible) are better because of the higher top end damage (think Stormstrike) and better alignment with timing your WF proc.
If your current MH is a "one hand" weapon, why not put it in your OH, and get

for free (you are eligible at your level). It is your best bet 'till you hit 80. Throw a decent (but affordable) BC enchant on it, and it will suffice as your OH for running heroics while you wield

in your mainhand (start getting mats now), or, as the poster above has noted, 2x

will last you into Ulduar 25, and may be cheaper these days (Edit: 600-700g on Elune server as of this posting).
Strength should be way down your list of priorities. AGI scales better for attack power and boosts your critical strike rating (and dodge) to boot.

Nah... don't base your weapon speed on Windfury. Slower is always better.

It was my understanding that slower is better because of Windfury (along with other reasons). Thus, you're both saying the same thing here, just in different ways.

Heres a quick run down of what I know, around 76 the mace and axe you can get in zuldrak will last till 80 and are very good weapons for leveling, Slower weapons will always be better cause of the 3 second WF cooldown as stated above.
Its like this, say WF procs on your main hand, you continue attacking with a fast off hand, this means the off hand has a good chance to "Steal" the WF proc from your main hand loseing dps. if youve gone down enough in elemental to get elemental fury 5/5 flame tounge on a slow off hand will do good dps.
Slow weapons are good for storm strike and lava lash too cause they they have higher damage and can proc (but not consume) Flurry.
