well for one, the 2% mana regen heirloom might have done better you over the health one. I'm leveling a fire mage now to (38-ish) and i have to drink every 4-5 pulls, sometimes more often when fighting 40+ mobs. Mana regen gets better as gear improves. In the short term you could probably drop "precision" for "frost channeling," because the +hit wont be vital to level and you'd get more mana savings.
on your damage rotation, you also have fire blast(instant), scorch(short cast), blizzard(dabble in some aoe), frost nova, polymorph(hold some mobs back for a quick evocation). It was alot of frostbolt spam for me to, but it's fun to mix some other moves in there.

For some reason he was fascinated by spirit and chose to stack it seemingly above everything else.
Spirit helps your mana regenerate faster when you're not casting, meaning less downtime. He wasn't wrong to pick up a lot of it, but right now Intellect would be more beneficial, as you would require 18 points in Arcane to pick up
Arcane Meditation
, which allows your mana to regenerate while casting.
For now, load up on intellect and spellpower. Stamina and Spirit should come next. The more intellect AND spirit that you stack, the less downtime you'll have.
Using Cone of Cold on a single mob is a waste of mana, as it costs more than twice as much as a single frostbolt does and it only does a negligible amount of damage. Cone of Cold works amazingly on large numbers of mobs, though, so save this spell for when you're more powerful.

Precision is only important if you're taking on mobs that are higher level than you. Since you're going for the staff, you'll get a decent enough chunk of +hit on that to be able to consistently hit mobs of your level. For now, you can drop points out of it and leave them out until you're much higher level. Consider putting 1 point into Improved Blizzard, which would add a chill effect to your Blizzard spell. 1 point is all you need to achieve the chill effect, which has a chance of freezing your opponents.
The idea here is that when you get more powerful, you'll be able to pull multiple mobs, frost nova them in place and Blizzard them, potentially keeping them frozen or re-freezing them, then finish them off with cone of cold.
Pick up the Spellpower / mana return Heirloom trinket to replace your PvP heirloom trinket.
In the meantime, you'll just have to get used to running out of mana. You're still fairly low level and unless you start stacking more intellect, you will continue to have mana issues until you're a bit higher.
Don't worry, it will get less painful.

Your rotation should be FB, FB, FB, FN, move away FB, FB, FB..... and that should kill any single monster. FB, FB, FB, FN, move away Blizzard for Mobs. EDIT: Sorry, run up FN, move away and Blizzard for Mobs.
And you do know that you can make your own food and drink, right? So, having to stop and drink/eat every now and again isn't such a pain.

I currently have 2 lvl 80's a pally and a shaman. As most of u know they were so easy to lvl as i dont think i really ever had down time with them. However when i rolled a mage it was living hell in the begining. Based on my experience lvl to 20 going frost and spaming frostbolt "though boring and not so high dmg u dont have much choice if u want to manage your mana" no one should have any problem. after lvl 20 pick your favorite lvling zone and que for arathi basin, why u ask well on my server it is usally a 5 cap that results in a Great experience boost in a very short time! If the match isnt gonna work out just leave and continue questing reque and repeat. From 30-40 get Scarlet Monastery Cath and Armory runs, if u get a good runner u can lvl in 10 min :). At lvl 40 say hello to ice barrier and Aoe grinding in badlands or stranglethornvale i found as hotspots. A aoe guide is another topic but a general tip is to target close knit fast respawn melee mobs with low hp.

At your level, assuming you don't use horrible DPM spells like Fireblast and Cone of Cold, you can probably kill more than 2 before having to drink.
Unless you're really deep into theorycrafting as you play, It's probably safer to stay with spamming FrB right now than anything else.
And you might want to put some points into Frost Channelling. That might help with your problems somewhat.

When I levelled my mage I had mana issues in the begginning having to drink after a couple mobs but as you level you get spells that help with mana management. If you tough it out until you get evocation, frost bubble(actual name forgotten) and eventually mage armor, it gets better. I glyphed mage armor for levelling so I had way less down time. Sometimes I would go a half hour between drink breaks. Also remember I was a noob at that point so i didn't put any points not in frost missing out on the Arcane Concentration and Arcane Meditation talents which also would have helped.

Glyphed Evoc will be your friend.
You'll soon realize that once you're making mana gems, using mage armor etc. You'll be flying through without having to worry too much about mana, and well, yeah, we have to drink alot, but it's not that bad. Could be a warrior or a rogue who has to pay for their food and eat every 3 or so pulls.

This is yoru regen. Intellect is much better than spirit fro regen since most regen machanics now work of Max % of mana. Two of those trinkets will allow you to pull one or maybe two more mobs before drinking. Your hierloom stats will be all you need interms of damage output, therefore gear for intellect. More intellect you have, the more you get back each kill.
It will get very easy as you level up and get more skills to use. So just keep at it

I'm saddened no one mentioned using your wand. You are using a wand right? :) Mages level like priests until about 40-50, dps for a bit then go into wand mode. A decent dps wand will save you downtime.
