You need to either put all points in Arms or put all points in Fury at level 40. It's important that you gain your new ability, Mortal Strike or Bloodthirst, as soon as possible.
That said, pre-40 you can use a wacky talent build, that's part of leveling. If you do not get these 31-point beauties, you'll be hardpressed in later areas of the game. Why make it harder on yourself? =)

OK, concerning your gear: you have all the right ideas, except dual-wield Fury is going to require a lot of AGI in addition to your STR (and STA). Not really a great choice between the three at this level, though. That brings up your weapons: they're pretty speedy. I would use slower ones since you have Whirlwind, etc. in Zerker stance. I'm sure your white damage is rather weak in comparison to your yellow hits...though without Precision you're probably missing a lot & this weapon speed may somewhat negate that...
Either way, your gear is becoming outdated. Definitely need to hit up SM & RFD for the two swords. They're incredible:

As far as your talents go, you've wasted a lot of them in Arms if you're going to dual wield. For example, Imp. Rend. You gotta get to the good stuff in your talent trees, or you're just spreading yourself thin.

Keep going until you at least get Bloodthirst, Flurry & Precision. Then do whatever, you should be safe.
