Hey guys, don't freak out.
They changed wind shock to wind shear, and it doesn't share a cooldown with the shocks anymore. That actually allows us to be more versatile. Make sure to read the patch notes more carefully ;P
Thats actually a GREAT change in my opinion
*edited for clarity*
This. And if it stays off the GCD it means there would be essentially no interruption of your DPS cycle while you used Wind Shear. You can theoretically cast both at the same time.

You know if Blizzard removes the shock cooldown from windshear they will be adding a GCD to it. Otherwise all the enhancement shaman will just macro windshear to earth shock.
There will be no GCD to Wind Shear. 100% guaranteed. In no way does an ability that
only
interrupts have a global cooldown.
For a model, look at Counterspell. It's on its own cooldown, but doesn't have a global one. The point of it all is to be able to interrupt whenever you want or have to, but not twice within the cooldown.
If this goes ahead, would it be feasible to add
/cast Wind Shear
to the beginning of all your macros? To make sure you're interrupting the target and lowering your threat at every opportunity?
Edit: Damn, should have read the whole thread. Zolikk has already answered this.
