Level appropriate for me means equal or higher than the lowest mobs in the instance.

Specify next time: say looking for level 70's only for outland heroics. (for oldtimes sakes or something like that...)

I would've thought you meant 70+ too, because that's what most other people would've meant.
When you're doing something that
highly unusual
, it's best to be as clear as possible. 'Appropriate' usually just means 'not too low' in this game. It's very rare to find someone who wants to run old content and refuse people higher level.
Good luck though, I doubt you'll find a lot of takers. If you want to do this often I'd suggest looking though the guild recruitment forums here and the official site for people who want to cap themselves at 70.
How could I have been any clearer in what I was asking in my post?Obviously you could've replaced "Please be level appropriate." with "Please be level 70. I don't want a run-through."

Since a lev-80 would be higher than the lowest mobs in RFC, you feel a lev-80 is level appropriate for a level 13-16 instance?
I'd assume so if a level 80 was so inclined. I have offered and have been offered by top levels during advertizement of low level instances and I have accepted and have been accepted for such runs.
Edit: let me clarify, I understand where you're coming from, some people just don't like having higher levels in the group for who knows what reasons, but at the same time, there are people like me who will assume level appropriate just means capable of significantly contributing to the group.

A lvl 80 in a lvl 70 instance is more then appropriate. Have you seen what most lvl 80s do in heroics? There are enough that hardly break 1.5k dps. They actually belong in lvl 70 content ;)
And who cares if they happen to pull aggro occasionally? As lvl 80 they won't be hit that hard anyway so if you lose aggro nothing bad happens.
And you didn't have to explain to lvl 60s that they can't come because it's rude to ask to be pulled. They can't enter anyway - you must be at least lvl 70 to be able to enter lvl 70 heroics (right?) and often enough you need other stuff like dungeon keys.
So if you only want lvl 70s then just be clear about it, say "LFM lvl 70 instances, please be between lvl 70 and lvl 74, I don't want to be run through" or something like that.
Or just take the lvl 80s. At least on my server it would take ages to find a group of 70s to do anything, there just aren't that many around and even if there are they hardly want to do lvl 70 heroics when Northrend dungeons are so much better for gear and xp. Just be happy with lvl 80s and maybe tell them to cut back on the dps a little bit if you are really worried about aggro.

When someone asks a very specific request for a very specific activity, why do so many (upwards of 30!) people completely ignore what you typed?
Its the LFG channel, and about 90% of the people who respond are too busy trying to read trade chat.

I think the bigger issue here is why 30 people are whispering you for outland heroics. Are you a rockstar on your server or something?
My guess its just people that are bored and are looking to nab an achievement they haven't gotten yet or something.
