And just to hop on the band wagon... Go read the FAQ... it's all there and saying that you did not get that EXACT info out of it tells us you did not even look... Aside from the FAQ itself there are easily locatable sources for this information as well. If you want a quick answer go somewhere else.
Edit : <Answer clipped out>
Edit2 : Clipped answer out... Wanted to be nice but really didn't care enough....

And just to quote the druid FAQ.
What sort of Gear/Gems/Enchants should I aim for Cat DPS?
Ideally for Pure Cat DPS gearing you should aim to get as much
Armor Penetration, Agility and Strength
as possible and in that order of preference. All while maintaining both the
Hit Cap(8%) and the Expertise Soft Cap(6.5%)

LawL! Evidently this was a lie... Not only did you not read the FAQ, but you're leveling, so it doesn't matter much. You already answered your own question.

Ok I have some quick questions, I understand the order of preference; however, whats is the Armor Penetration cap if there is any? And everytime I socket an ArP gem it decreases my AP. why? How much agility is needed? And I thought since the 3.1 feral kitties did not have to rely on strength anymore?
ArP has no cap, and actually
increases
in scale the more you have. Meaning, 1 point of ArP is worth less at lower levels of overall ArP than it does at higher levels.

ArP has no capWrong.
armor penetration caps when your enemy runs out of armor to penetrateWrong.
WoWWiki
has a quote from Ghostcrawler about Armor Penetration:
So, we decided on a system where there is a cap on how much armor the Armor Penetration Rating can be applied to.
For a level 83 target (raid boss), the ArP cap is calculated using a constant:
C = 400 + 85*targetlevel + 4.5*85*(targetlevel - 59)
Which means that a raid boss' armor can be reduced at most by (armor + C)/3
A raid boss usually has 10640 armor (or something like that, I don't remember the exact value). So the cap for Armor Penetration is: (10640 + 16635.5) / 3 =~ 9092
In other words, a raid boss can't be taken below ~1550 armor.
9092 represents ~85.5% of 10640. So basically Armor Penetration is effective up to an 85.5% value against a raid boss. Any more than that will be
WASTED
.
85.5% Armor Penetration means 1051 ArP rating. Considering that in a raid environment a feral druid will apply 5% ArP with Faerie Fire and another 20% will be applied by Sunder Armor, the boss already has 7980 armor to begin with. Now in order to reach 1550 armor, the player needs to cut off an additional 6430 armor.
From here on, there are two ways of looking at things: some say ArP is applied AFTER Faerie Fire & Sunder Armor. Other sources (such as wowwiki) claim that player's ArP adds to FF + SA values linearly.
-> If we are to trust wowwiki, then all the ArP needed by a player who already benefits from FF + SA is 60.5% (~745 ArP rating) to cut off the remaining 6430 armor down to the cap.
-> If ArP is applied AFTER FF+SA, then 6430 means 80.5% of 7980, and thus 80.5% ArP is needed (~990 ArP rating) to reach down to the cap.

Don't forget sunder armor and such.
Also, Elitist Jerks have said that you'll want something like 570 ArP, along with one of the two ArP-trinkets (Grim Toll or Mjolnir Runestone).
Let's see if Thorim Hardmode drops it for me today.
