Change your glyphs, you need to swap out Life tap for Immolate. The Immolate glyph directly affects your Conflag damage.
Also, rotation should be Immo - CoD - Conflag - Incin Spam. Keep Immo up, use conflag and CB every time they're up.
Gear-wise, for any spec, SP is still your best stat.

for the build you should really read the stickies, they have a better way explaining every talent, and what needs to be taken and what needs to be dropped.
Head: change the meta to
Chaotic Skyflare Diamond
your blue gems should be the
Purified Twilight Diamond
. get Revered with the Kirin tor for the
Head Enchant
.
Shoulders: get Exalted with the Sons of Hodir for the
Epic Shoulder Enchant
.
Chest: get the +15 spirit enchant, it's cheap and way better than the HP enchant. change your yellow gem to
Reckless Monarch Topaz
. since your Hit is way up there.
Boots: your hit rating is a little bit too much in my opinion, lose the +16 hit gem and replace it with a scarlet ruby (+19 SP). you don't need the socket bonus here.
Legs: Change the spellthread into
Sanctified Spellthread
. more spirit = more SP. Change the 24 stam gem into
Purified Twilight Opal
.
Waist: I'd say put two Scarlet Rubies in there. you don't need that extra Hit, and Spellpower is more important than Crit.
Gloves: Use the
Purified Twilight Opal
here too.
Rotation:
it should be something like this:
Immo > CoD > Conflag > CB > Incin spam. refresh immo and use CB and Conflag on cooldowns.
Conflag crits almost all the time, this will make CB benefits from Pyroclasm and also with Backdraft your CB and the first 2 Incinerates will be way faster to cast.
Life Tap: I can live with the one before the fight. although personally i don't do it. but i wouldn't refresh life tap everytime since it wastes a global cooldown. just use when needed.
PS: i truly apologize for the long post, and everything i said here could be easily found on the stickies. I'm not saying i'm 100% right, there could be a lot of mistakes in this post so my apologies again if that is the case.

Conflagrate
damage is based off of your Immolate damage. So by increasing the DoT of Immolate, you increase Conflag's damage.

i thought we cleared it up that stats is even better for that spec and even if it did provide a
slight
dps increase it still wasn't worth it due to the less dps oriented benefits of stats.
in my opinion, the only thing that makes spirit a good enchant is it's low cost.

oh ok. well, you did agree that 10 stam and 10 int were more useful that the (at most) 2dps gain from spirit.
WTC posted the gains/losses in a lovely table. (gotta love a nice table/graph)

you should NOT be doing more on a test dummy than in a 25 man raid. raid buffs make a huge difference so if you're seeing lower numbers in raids then there may be an issue with your play that can't be diagnosed by looking at the armoury.

@ gore(off topic and to be taken as friendly discussion on a very minor point):
you're absolutely right that it's a small (minute in fact) difference either way and personal preference is fine.
but on the point of "survivability problems", i understand the idea of not having survivability issues but, thinking a little deeper about it, have you never died on your lock
before
the raid leader called a wipe?
i don't consider myself to have ever had survivability issues but i
have
died in raids from things other than 'hellfiring' myself to death when a wipe is called so a little more health
is
beneficial. int also has more hidden benefits like scaling replenishment and overall efficiency that are harder to quantify but definitely present.
