I think having some kind of in game gambling would be pretty fun. Considering you could do it in Oblivion. You could gamble on numerous things.. Arena team matches would be a good one if they ever allow in game spectators. Spectators of duels could gamble. Starting up official BG teams would allow for more betting options as well.
Also.. why cant there just be some tavern where we can sit down and play some wow poker?
I like the idea as far as ingame poker or blackjack goes. But betting on duels and arena games can be easily abused by some players.
How you ask? Ok, imagine a player with two accounts. He plays arena on one and gambles on the other. Every time he has a match/duel on his arena toon, he bets on the other team to win on his gamble toon, and then throws the fight. Someone like that could acquire alot of gold with this method.

Local laws that have, say, government monopolies on gambling that cause legal grey areas and potential sale issues for Blizzard is why.

I remember when all the in-game player run "casinos" started. I didn't really have a problem with people paying their gold and thinking they will win (with odds always being roughly 60-40 to benefit the casino). But the thing that sucked was all the spam. I am really glad they put a stop to it, it sucked being in any major capital city for more than a minute.
As far as betting on duels and/or pvp it can easily be exploited by groups of people or people with multiple accounts like someone said above.
I wouldn't object to an in-game mini-game to pass the time.

First off, nothing in "this world" that you speak of is ours. It is all owned by Blizzard. Like your characters name and appearance? Think you own it? Think again.
Anyways, enough with that.
The reason is because people can and will abuse it. Blizzard has no problems with you betting 5g that your /roll will be 60+ so you can walk away with 10g. However, they do have a problem with people who scam the people who do roll a 60+. Now, about your WoW poker. First, it is a complete waste of server space and developer time. Second, it would be prone to bugs and abuse just like everything else in the game except we're dealing with player gold in this case which would leave a lot of people unhappy if they lost a large sum of gold due to a bug. Third, Blizzard GMs and CMs have better things to do than listening to players cry because they lost money gambling. Fourth, WoW and MMOs/video games in general are already under fire for being "as addictive as heroin" and now you want to add gambling addiction?
tldr- bad idea that won't happen.

Actually, in the EU, they do.

No, they do not. I played on the EU servers for over a year and every time the "player casino" issue came up they cited the same reason for not allowing it. Go read the rest of my post if you did not. Also, about your original post, I'd like to see some law that prohibits virtual gambling for virtual goods that have no monetary value.

Its under the "Scam Policies" secton of the EU TOU due to not fitting anywhere else, and its a blanket ban on gambling, including Guild Bank lotteries.
In Greece and Denmark, the governments both have monopolies on gambling, and the legalese is such that it would endanger the sales of the game for it to be allowed. Its also why a lot of EU countries have no access to promotions like RaF, and Arena Tournaments.

That makes no sense (not challenging you btw), although I have always wondered why some are excluded.

Basically the lawyers have told them to play it safe, and they cant risk getting banned.
