I want a site that allows me to check off which quests I've finished and which quests I should do next.
Any help?

There is an addon called
QuestHistory
that saves information about what quests you have previously done. However, you must have had this addon running since the start, so it won't be useful for your quests already done.
Other than that, no. And as for future quests, feel free to browse Wowhead using filters to determine the best level area to quest in.

Blizzard swears they have no record of which quest a character has / has not done, although thru interaction with GMs I've had some prove otherwise. I would love one day for this sort of information to go live.

Well, they
must
have a record of which quests a character has done, otherwise you could just do the same quests over and over again - it's probably down to whether or not it's worth their time to pull that information out of the game.
I know I'd like an easy-reference checklist so that if I'm feeling bored I could just toddle off somewhere and finish a quest to fill in time.

It'd be a nice feature for Wowhead to implement - a button on the quest pages labeled "I've completed this Quest" which you can track in your account settings ;)
