Heroic strike has always been pretty much the worst ability in terms of threat per rage or damage per rage. That hasn't really changed. The reason we still use it a heck of a lot is that it isn't on the GCD, and thus lets us turn all our excess rage (of which there is plenty) into extra damage and threat.
Spam HS and love it. Substitute cleave for HS when there's more than one mob obviously.

What you are missing is that heroic strike adds its damage to a white hit. That is, devastate (and every other move with the exception of cleave) is an additional attack made at the time you press it, triggering a 1.5 second global cooldown when you do so. Heroic strike does not use this system, instead it boosts the damage (and threat) of your next melee swing at the cost of rage and the attack itself not generating any rage. You have largely "infinite" rage while tanking, so the threat and damage increase no matter how minor is worthwhile.

In 5 man instances I do not use HS, I use cleave even on single mobs. For raid bosses I swap out cleave for HS. But really how often does that happen..

If tanking multiple mobs I spam Shield Block and Revenge while continually keeping Cleave queued.
If tanking a single mob I spam Shield Block and Revenge while continually keeping Heroic Strike queued, and Devastate whenever Shield Block and Revenge are not up, but only after 5 stacks of Sunder Armor are up.
Thunder Clap and Demo Shout should always be up, and Thunder Clap always on AOE tanking.

HS is only used by fury mostly, prot doesnt use hs often now.
HS is my most used ability, my most overall damage ability, and my most overall threat ability when I'm tanking a boss.

Same. To be fair though, most of that threat and damage is just stolen from your autoattack.

Yes? Still means that even though heroic strike might say 30% in your damage meter, you didn't actually get 30% of your damage from pushing the heroic strike button. A substantial portion of those 30% damage were going to happen even if you never used heroic strike. Doesn't mean heroic strike is bad or obsolete or anything of the sort.

But the fact remains that Heroic Strike does 4 very important things.
1) It adds 495 extra damage to your melee swings.
2) It adds 259 bonus threat to your melee swings.
3) Heroic Strikes can not be glancing blows, like melee swings can.
4) Heroic Strikes essentially adds 15% crit to your melee swings.
This is all going from the mindset of "Heroic Strike is just modifying your melee swings." Yes, but it's modifying them in those 4 great ways.

So here's Lord Jaraxxas from last night.

111 Heroic Strikes that hit. That's 54945 Bonus damage (495*111). That's also 83694 Bonus threat (754*111). I'm not even calculating the ~16 extra critical hits and the removal of ~23 Glancing Blows by converting those 111 melee strikes.
54945 is about 10% of my overall damage for that fight, again not even counting the extra crits and full hits I received.
It's hard to directly compare HS to something else since it's a totally different animal, but the fact remains that if you are using HS well it should be contributing ~10% increased damage and probably around that same amount (10%) increased threat over not using it at all.
