Surloin, that blood build still needs lots of work. first off 3 points into bloodworms is wasted, the heal you receive from them got nerfed just as death strikes healing, 3 points wasted which could have been nice for 2 handed weapon specialization for easier threat imo. the frost tree points are wasted as well, the points in icy reach, nerfed lichbourne and endless winter which could be put into black ice (10% shadow damage for death coil which I believe is shadow considering its your main RP dump and a good threat holder) I would also look into getting the reduced cooldown on DnD from the unholy tree, seeing as AoE tps is the major issue with blood.
I digress however, and as a post to the OP, frost is imo the most balanced of the three trees for tanking, but Unholy and even blood are still decent specs, and depending on personal preference and some wisely chosen talents any spec will be fine for much of the games content.

Why do people keep saying Blood Worms got nerfed?

NEVER EVER EVER EVER.... EVER take blood worms damnit. When people will learn it. They cause way too many not wanted agro issue (like agroing something not even in agro range, making breathing boss to turn around and wtfpwn your healer, get feared into mob packs, etc).

Yes that was in the patch notes that they heal more, however many reported a glitch in where they would heal for much less than previously (I was being healed for 8 hp/ attack) this however may have changed with the new fix on the patch.
But to go on, skiping your selected talents in frost tree, which had little to no benefit as a tank, would not let you miss out on the increased avoidance talent. and about damage being useless to a DK tank... unlike other classes that tank, DKs get threat purely from damage, and talents improving damage (especially dammage mainly from strikes which is where blood is unique compared to the other trees) would improve threat, which is vital, where as a chance at a heal from a pet that I have neither control over their actions and for a still minor heal is a much better choice for any tank imo, especially DK.
If self healing were that important it would make more sense to take rune tap as compared to bloodworms, which you also left out of the build.

Have you ever read the tooltip of frost presence, or played another tanking class other than DK?
It says, simply, "Increases Threat Generated" Being in frost pre4sence
alone
is not enough to hold threat on anything. what or where then are DKs able to pull threat when we do not have threat increasing spells or abilities like Paladins or Warriors. We have damage, and a Taunt, nothing more. How do you think you've been holding threat on all the encounters youve ever been in? Its been through damage, and increased threat on that damage. through frost presence. Dont beleive me, try tanking by spamming taunt, it wont work. To say we get threat from just frost presence is pretty absurd x;
And as for Bloodworms being free... Id rather have a
guarantee
heal in anyencounter as apposed to a
chance
of proccing worms that hardly heal for 1-2(even 3-4)% of my HP per hit as is.
