Mods and add-ons are fine to use as long as they don't violate the terms of service. Carbonite is fine to use with World of Warcraft. Any of the mods on WoWInterface should be fine, certainly the well known ones.
As far as it being safe, as long as you down load it from a legitamate website and have scanned it for any .exe, etc. files you're fine. An addon cannot hurt the machine.

nothing that changes your UI is bannable.
changing client files is bannable.
addons that require you to pay something are bannable.

Carbonite is one of the more popular, and therefore safe, addons around. People would have stopped using it a long time ago if it was unsafe. And once you get used to it, it's also one of the most useful addons :)
