I heard a rumor that flying mounts will be usable in Azeroth in next expansion. If that's indeed true, the guards might be on the roofs to be of somewhat security to towns/cities.
Perhaps opposing faction members can use each others portals.. which would be fun ^^
That unfortunately will never happen. Azeroth just wasn't designed for
flying mounts. If you've ever managed to get outside a zone you will
you will see lots of terrain problems such as holes where you can fall
off the map, pits that you only escape by hearthing out, texture's
unnaturely ending or overlapping, etc. They would have to fix all this to
allow flight. I could see it being allowed in Northrend though.
