Please do not post topics in all caps, as you can see, there are no other topics posted that way.
A macro will do nothing. Did you copy the files from a CD or some other method? It is possible that the WTF folder and it's contents are set to read only.
Find the WoW folder and right click on the WTF folder and choose properties, uncheck Read-only under attributes and click OK. If given the choice, select apply changes to this folder, subfolders and files and press ok. Try and see if your settings will save.
