Third set of numbers (combined str and AP) should be divided by 2.
Else they blur the general idea (at least in first table, second looks ok)...
Or am i just confused?

Um... looking at ur results. clearly str is much better...
im having trouble understanding why arpen is performing as it as...
but i wanna know how u obtained these results, and whether ur simulation is accurate or not....cuz basically this is going against most of the reputed simulators out there (not that they have to all be correct).
however, i doubt this is correct, as if arpen wasnt so extremely good, blizzard wouldnt bother to nerf it

As Kniventendo says, you're trying with very low AP levels. If i remember correctly, those are the AP numbers i have in tank gear or maybe even lower.
With every AP raid buff and highest tier is ToC25 (As in no ToC25 heroic and no higher then 245 iLevel). AP is at 7665, and this is without procs. With procs (Death's Choice, FC and Virulence), i get an average AP of 9288.
But with these numbers and 496 ArP. I still get STR to be better then ArP. I have done no serious testing though.
Should be noted that soft cap with rune stone is 444 and hard cap is 1109 (Live numbers)
And PLEASE do not come with this 6.2k AP argument. It's old and outdated.

Its been said on EJ forums that once you get to 6k ap raid buffed that Arpen edges out Str. im not sure by how much. It would have been better 4pc t8/8.5 imo than t9+ atm

You need to do it through an entire rotation over several minutes or even hours. (Hint: Simulators)
Simplifying it like this under values ArP.
When ArP outshines AP is not simple, since ArP scaling isn't simple. But hitting the soft cap is easy and hitting the hard cap is easy with gems.
120str/Crit vs. 100str/ArP depends on your current STR/ArP/Weapon and so on. It's never as simple as this.
If you really want to min/max, you can use a simulator or spreadsheet to see which gives highest DPS. But generally Crit is rated low due to DR at 50% (Right?) and the more crit you gain, the worse it becomes. (0 to 1% gives more then 99 to 100%)

I did a 100 hour and a 1 hour simulation.
1 hour simulation had cooldowns higher (Ghoul, DRW), and 100 hour had more white and DC damage.
But the difference where 0.1% or below.
Your numbers seems to give to little towards ArP. Specially since at lower rates of ArP, it was more efficient to get 20, then at high ratings (According to your numbers). Where ArP becomes a better stat the more you have.
1663 STR in all cases:
314 ArP = EP value: 2,29 (STR: 2,81)
628 ArP = EP value: 2,53 (STR: 2,83)
1100 ArP = EP value: 3,07 (STR: 2,78)
314 ArP in all cases:
1663 STR = EP value: 2,82 (ArP: 2,29)
1763 STR = EP value: 2,89 (ArP: 2,32)
1863 STR = EP value: 3,00 (ArP: 2,39)
1963 STR = EP value: 2,88 (ArP: 2,42)
2063 STR = EP value: 2,84 (ArP: 2,46)
(Numbers from Simulators)
2063 STR and 1100 ArP = STR: 2,84 | ArP: 3,37.
ArP scales with "everything" (Not entirely sure). Even itself. STR doesn't scale that much with other stats, though either something goes on around the 1850 STR mark, or the simulator is odd.
Numbers are from a 10minutes fight btw. And not 100 hours.
