Sounds like you just joined a boring guild. I wouldn't go so far as to say guilds aren't for you right now.
My guild is very social; lots of congrats, welcomes, we're here to help, etc. etc. We do our fair share of Heroics and Raids, and everyone does their own thing when they need to, but we also spend a lot of time just sitting around fishing or tailing the lowbies around to help them out if they get in over their heads, chatting it up in the meantime.
I would suggest you just look for another guild, there are plenty out there.

So, you only play WoW to talk to people and maybe do the occasional quest? Sounds like WoW isn't for you, not just guilds. Stop paying $15/mo and find a nice active chatroom/forum to hang out in, you'll get the same effect but with 100% less money wasted.

My Alliance main joined a really great guild at lvl 25. Large guild, lots of chatter, gratz, etc., and no big pressure to join raids (which I wasn't really able to do anyway because they were scheduled in advance and my bizarre, unpredictable work schedule made it impossible for me to commit in advance).
Then, shortly before I hit lvl 70, our Guild Leader had to drop out for a couple months for financial reasons. Within two weeks the guild completely collapsed. I mean it disappeared - I logged in one day and my tabard was gray. I managed to track down a few of the people whose names were on my Friends list, and discovered that the more serious raiders had formed a new hardcore raiding guild. Which was their prerogative, I guess. But I didn't think they needed to dissolve the old guild - they could have just left it to the remaining members. And I found myself wondering just what became of our six Guild Bank tabs worth of stuff and all the gold in the GB.
After that I went guild-less for a little while, but I got really bummed one day when I finally got an achievement I'd been working on for a long time (I think it was a fishing achievement, Outland Angler or something like that), and there was nobody to congratulate me. So I ended up joining the first guild that invited me, hoping to regain the fun social experience I'd had in my first guild. I stuck with them for a couple months, but there never seemed to be more than 5 of us online at any one time. I came to the conclusion that the ~100 members of the guild were actually just 10 or so players and all their alts, because every time somebody logged on, it was right after somebody else logged off, and I started to notice patterns about who logged out and then who logged in. Like I'd see "Character A has logged out", and then almost immediately see "Character B has logged in", and it would always be the same pattern. So pretty soon it was obvious that Characters A, B, C, D and E were all the same player. Compare that to my first guild, where at any one time there were always 30-50 members online. And in this second guild, nobody ever talked.
So eventually I decided to just form my own vanity guild.
On the other hand, my Horde toons are all in a really good guild. It's pretty much just a social guild with some members occasionally raiding together. The members are all people from a big message board that's been around since 1999 (the message board has nothing to do with WoW), so we all know each other from there.

If you're looking for a pat on the back for achievements, then you'll probably want to look elsewhere. If someone's lack of "congratulations" is causing you not to like the guild you are in, then leave. It really is that simple. Considering you were describing a raiding guild, then it should be at least accepted that they are focused more on raiding and not how many factions you have reached exalted with. It could also be that many of them have several toons of which may have received a multitude of achievements as well which if you are unfamiliar, will become common place and therefore garner no applause.
Regardless, get over it. Exalted with many factions flashes text on your screen, if you need any accolades other than that then move on.

People in my guild say "grats" for the smallest things - like Exploring Redridge Mountains.
*sigh*
But when you do something that takes dedication, a la the OP's 35 Exalted Reps example, or 50 mounts, or the like, it's nice to be recognized in the vein of "oh, Mileron's off doing his own thing again tonight, let's see what he flashes us with this week." sort of thing.

Sadly, this just occurred in our guild - however, I am the guild leader and am still active enough to keep the guild from falling apart completely. At first, when about half of our officers left to form a progression raiding guild, I planned on just shutting the place down, but I was convinced otherwise by several of our guild members; I had not planned on kicking anyone out, and in short they told me that if I wanted them gone I would have to kick them.
So we went back to being a social guild. Still not sure how it's going to work out in the long-term.
I did try to do the polite thing, though, and offer to send anything from the guild bank to any full member of the guild, and I'm trying to figure up who deposited what gold so I can send that all back to the people that left during the turmoil.
Back on topic: Paolla, it sounds like you're just in the wrong guild for you. We "gratz" each other when someone gets a new achievement. We've got a number of folks still around who try and keep conversations going when people are interested.
Do some asking around on your server for a social guild; sometimes it'll take you a few tries to find one that's right for you.
