Personally, I'm in favor of frost, since it gives you more things that prevent you from dying. If you're new to playing a mage, it's very easy to draw a second mob in or get attacked from the side if you're not careful.
For frost, put your first 5 talent points into Improved Frostbolt. That's your workhorse for a frost build.
Ice Block is a nice spell because it gives you a 10-second timeout. In groups, it saves you from aggro and gives the tank a chance to get things back under control. In solo, it can buy you time for Frost Nova and Blink to cool down. It's one of frost's many "Panicbuttons" to save them when things go wrong.
