Skitzo yes they are used more commonly, but if you understand C, once you step in C++ and C# it will be a helluva lot easier to learn.

For learning web design and standards the right way, I recommend
The Web Standards Curriculum
by the
Opera
crew. 50 some odd articles on (X)HTML, CSS, Javascript, web accessibility, and the other basics of web design.
http://desktoppub.about.com/od/designbasicsindex/Graphic_Design_Basics.htm
This might just find a spot in my bookmarks.
As for general guides, head over to
WikiBooks
. There's a nice guide on C there.

You're not a true nerd until you've read Hitchhiker's guide to the galaxy!

I've read that.
Multiple times.
The same year.

For programming start off learning Scheme. If you start off learning a purely functional (i.e. Haskell) or imperative language (i.e. Java or C), you'll probably have trouble learning the other type.
Here's a website for learning scheme:
http://www.ccs.neu.edu/home/dorai/t-y-scheme/t-y-scheme.html
And for the IDE:
http://www.plt-scheme.org/
Also, wikipedia is your friend.

So that's why they teach Scheme in Discrete Mathematics at my school...
