My 2H Frost build, basically intended for BGs (and because I lack decent 1-handers):

Basically, use Chains of Ice to apply Frost Fever and help you close the gap (when Death Grip is on cooldown), Plague Strike, Blood Strike x2, Oblit, Frost Strike as much as possible, Oblit again as much as possible, etc. etc.
I only really use HC as an Oh Sh!t button macro'd with Lichborne, IF, and a self-heal Death Coil, so I don't bother glyphing for it. I'd rather use Glyphs that increase burst potential. Dying in BGs isn't the end of the world.
There's a lot of freedom in this build, which is why I like it and think its pretty decent.
Imp. Frost Presence is optional. I like it for the damage reduction while in Unholy Presence, but you can live without it.
HC, as mentioned I just use in extremes and I think is more Arena-focused, so you can drop it if you really want and are planning on mostly BGs.
You can spec into Deathchill if you like. I don't really think a 2 minute cooldown for a single crit is worth it, but some people like it to help with burst while trying to kill healers.
Chillbains can be wiggled in if you want. I think we have enough control with Chains of Ice and Deathgrip that you don't really need it. But that's just my preference.
Subversion and Scent of Blood can be swapped around, depending on your gear.
Dark Conviction can shift points into Scent of Blood if you find yourself starved for Runic Power. Frost has a lot of Crit enhancement already, so it might not be necessary depending on gear. I admittedly haven't spent a lot of time playing with it.

My only contribution to dw vs 2h is 6 talent points to play with in 2h..but your strikes hit harder with dw.
