So I have been raiding Naxxramas for a while now. However, I just cannot get hit rating on mail gear itemized for casters. I'm thinking about putting a gem on my belt, and replacing others with better versions, such as +16 hit rating.
I think.

Plush Sash of Guzbah
+ 2 x
Rigid Autumn's Glow
= 69 Hit rating.

Teyrnon
Ok,
get the Plush Sash as listed above and put in two +16 gems. replace all your +12 hit gems with +16. drop the SP enchant on your gloves for the hit one, get the SP enchant on your bracers.
drop
Band of neglected Pleas
for either the craftable
Ring of Northern tears
or Signet of the Malevolent from Gothik. the Ring of Northern tears with a red gem is one of the best in slot nutil you get to Ulduar or pick up the one from Gothik.
all of that 'should' put your hit well over 300.

You have to find cloth and tier pieces, gems and enchants.
http://www.wowhead.com/?items=4.3&filter=qu=4;minle=200;cr=119:123;crs=1:1;crv=0:0
You'll notice these are the only mail items in the game with hit rating. They're all Tier and PvP pieces.

1st of all you dont have ele gear. half of your gear has mp5 on it, the other half has crit (while your haste is poor).
Mp5 mail means resto (unless those are those badly itemised t7 gloves), shouldnt wear it. Also never socket for mp5 socket bonus.
Hit
untill capped,
spellpower
after, those are basically the only stats you should consider worthy in sockets and socket bonuses (besides meta that is - 21 crit and 3% crit power is the only option).
Get your haste up at the cost of crit.
Get your hit up at the cost of all those mp5.
The
robes from heroic VH
may help in hit. The chest you are wearing is resto.
Boots - resto, upper ring - resto, wrist - resto (even enchanted as resto), belt - resto.
In feet slot should be wearing
these
or
these
both are better than your resto nax.
In upper ring as people already said, get ring of shadows or another haste ring (CoT or Argent Crusade rep)
On wrist slot
these
are best in slot before raiding. If anything is higher it prolly has hit on it. Wont switch em till 25m naxx drops.
Belt - Sash of Guzbah is superior.

This
from Violet Hold is handy for hit rating. To my dismay, I'm actually having a hard time replacing it. :(
Edit: Wups, just checked your armory profile, it seems you already have it. :)

He is already wearing it. I am swapping it with emblem trinket if i am running heroics or have boomkin/sp in raid.
Basically answering the op thread title:
If you are gearing up with naxx resto gear how the hell do you hope for hit on it? Since when resto needs hit?

Basically if you look for mail gear with hit, you're going to be a very sad shaman. Unfortunately a lot of raids get ^&*!ed if you roll on cloth/leather gear with hit on it. I just got yelled at about 10 minutes ago because I rolled on a piece of cloth gear, which no one seemed to listen when i tried to explain i was desperate for any hit I could get.
Post by

Desperate you may be, you shouldnt be allowed to roll for main spec on it when clothie/druid needs it. At least if its not BiS item.
To your info. There is no casting Mail or Leather in Naxx with hit on them. (besides tier pieces).
These are all the clothie items:
http://www.wowhead.com/?items=4.1&filter=qu=4;cr=16:119:77;crs=3456:1:3;crv=0:0:0
These are all clothie items without Spirit (which is failed stat for shamans).
http://www.wowhead.com/?items=4.1&filter=qu=4;cr=16:119:77:24;crs=3456:1:3:3;crv=0:0:0:0
But what if you look at it this way. Find mail caster items with sockets dropping from naxx.
http://www.wowhead.com/?items=4.3&filter=qu=4;cr=16:80:77:24;crs=3456:5:3:3;crv=0:0:0:0
Better? Id say much better. 4 of these are resto itemised (mp5), but still.
Dont deny clothies to wear cloth because you fail at gemming your mail.

ZoraLink
Saying we "fail" at gemming our mail is hardly a fair statement. That essentially means we have to rely on socket slots to get our hit rating. So if we find a drastically better piece, superior in every way, only it has no sockets so we lose hit rating, we can't use it? And instead it has MP5? Something is wrong there. Only having our Tier gear have hit hardly seems fair when regular cloth items has hit. It's not denying clothies. It's rolling for what's fair because elemental shamans are essentially screwed over when it comes to hit rating.

It doesnt exactly counter my statement. It actually has nothing to do with it.
What i mean is in raid you as mail spellcaster have choice between all spellcaster items but plate, while cloth user can only use cloth. Rolling over a cloth user on cloth because you need the hit on it is plain ridiculous.
Dont expect every Master Looter to justify your choice. Cloth user cant use leather and socket it for hit, cloth user cant use mail and socket it for hit. You can.
And instead it has MP5? Something is wrong there.
Something is wrong with your understanding the matter, thats what is wrong. If you roll for mp5 item over any healing specced class you fail. Its healer prio. It doesnt matter it has better stats than your previous - its just not the gear for you. You will only have use from spellpower on it and maybe some sockets - using like half of the itemisation budget of the item, while healer can use 100%. Its very similar to DK rolling on tank plate with SBV and SBR on it over a Paladin (it has more stamina def and armor than the previous DK item) or Rogue/Warrior rolling for Ranged weapon because it has better stats than their previous ones over a Hunter.
Only having our Tier gear have hit hardly seems fair when regular cloth items has hit.
Sure its not fair at all. You have 2 times higher spellcaster item pool than any clothie. Regular cloth items have hit yes, but whats the margin of every cloth item having hit?
As you already noticed in this:
http://www.wowhead.com/?items=4.1&filter=qu=4;cr=16:119:77;crs=3456:1:3;crv=0:0:0
There are 14 cloth spellcaster items with hit.
6 of these have spirit on them:
http://www.wowhead.com/?items=4.1&filter=qu=4;cr=16:119:77:24;crs=3456:1:3:1;crv=0:0:0:0
Stat which its not as wasted item budget for other casters as its for shamans but its still not great (locks get spellpower from it, mages get crit etc)
There is 49 cloth items droping in nax total. 14 of them have hit.
You actually dare to say its not fair while you have
95 caster items to choose from?
Its
not fair
to need on cloth over a clothie no matter what stat it has.
The only situation which justifies it is when its the clearly best in slot item in current patch. None of the naxx items are.
It's not denying clothies. It's rolling for what's fair because elemental shamans are essentially screwed over when it comes to hit rating.
Noone is screwed. Its called balance.

So... long story short... "screw you elemental shaman... you get no more of my gear that i've been "screwed" out of!... you dont get to roll on mail healing gear nor do you get to roll on "MY" cloth gear. I NEED IT YOU JERK!... just drop your damn totems!"
Amidoinitright?
Yes and calling you jerk in such situation is totally justified.
Whatever... get the gear you need man. Hit is important to us.. very much so. I say if you are in a naxx pug and everyone is rolling on gear they need you have every entitlement to roll as well. Take the hit take the hit take the hit. That is all.
Yup get the gear you want man, screw everyone else. Doesnt matter its multiplayer team game, just screwe 'em all. You are the most important in the universe.
Get the gear at all costs:
-replace your gear for worse in the middle of run to justify your main spec roll for tier token
-when rolling for clearly healer/ dps item say that basically you are just screwing around as dps / healer and that the other spec is you main spec actually so you rolling on it. Switch it in the middle of run as soon as something good for your current spec drops.
-when ML gets disconnected in the middle of boss fight need all the items everyone else passed on. Screw them, if they cant handle their interests.
-etc etc
Do that more and you will clearly get fame of a great player and everyone will be beating themselves up to get you in their guild/pug raids.
....
NOT.

Zak, what are you rambling about? All he's saying is that if it's a piece of gear that's an upgrade for you, and you can use it, then roll on it. Not "replace your gear at all costs and switch specs" or whatever BS you're talking about. And going back to before, do you not realize you will NEVER. EVER. see a piece of mail with hit and spell power drop (Not sure if there's enhancement gear with hit). Yet you say it's "balance." It's not. Forcing elemental shamans to scratch and claw for every piece of hit they can get isn't balance. I had to give up an epic ring and an epic bracer because they didn't have hit. And guess what? They went to DPS. And guess what else? They were clothies. Why could they roll on gear without hit? Oh. Right. Because they have gear that can actually drop and give it to them from other places. Elemental shaman's choices are either to gem every single slot for it, which is ridiculous, or to buy tier pieces, which are much harder to get than the regular dropped epics.
EDIT: And yeah. Drunk said what I meant to say too. You just got me annoyed. Again.

While I'm not saying he should roll on all cloth gear you can't really say he has 95 items to choose from when your telling him he doesn't get to need 70 of them.
He can choose from it if there is no clothie who needs it.
Can a clothie need on a Mail/Leather piece no other caster needed? I dont think so.
With resto its a little different. He actually can need on an item no ele wants. But most likely he wont like the lack of mp5 on it, haste instead of crit etc.
What i am stating is the clear and simple mechanism.
Cloth piece drops: clothies roll MS, if noone needs you proceed to OS roll where shamans and druids can roll.
Leather piece drops: Druids roll for main spec, if none needs, you can roll os.
Resto mail item drops: Resto shammies roll main spec, if noone needs you can roll off spec along with Pala healers. Actually Enh shammies and Retri paladins can roll to. Should they get it though? Depends on ML.
Not fair? Maybe. But balanced.
Fact you can wear cloth doesnt mean you should roll on it over a class who can only wear cloth.
Look at this differently. * - main spec
How many classes may have good use of spellcaster mail*? Ele shamans (1)
How many classes may have a good use of resto itemised mail? Resto shamans and maybe Pallie healers (1 to 2)
How many classes may have a good use of leather caster item? Boomkin/resto druids, ele shaman and maybe resto shaman and pallie healers (3 to 5)
How many classes may have a good use of cloth item with hit on it?
Shadowpriests, Warlocks, Mages, Boomkins, Ele shamans (5)
How many classes may have a good use of cloth item in general?
All priests, all warlocks, all mages, boomkin/resto druids and maybe ele/resto shammies (spirit awww) and holy pallies. (3+3+2+2 and maybe + 3)
How many cloth only classes may have a good use of cloth item?
All priests, all warlocks, all mages (3+3+2)
Big competition? Welcome to the world of clothies.
