Not all ranged weapons are getting buffed, only those of iLvl 226 or higher. GC says that in the sentence after the quoted above.
But yes, I am excited that my scary little Envoy is getting buffed.

While I agree that Hunters could use a small DPS buff, I think this is the wrong way to do it. Effectively the move to buff only high level ranged weapons will mean a greater DPS divide between the "haves and have-nots", meaning that raid leaders can demand a higher DPS threshold for inclusion in a raid. Which of course means fewer chances for Hunters to get those better weapons.
A DPS buff should come from a class ability, perhaps by undoing part of the Steady Shot nerf. To raise DPS by targeting weapons suggests a quick bandaid and is not beneficial to the class, only to certain players. Is there a precedent for this? Have any other classes been given buffs only through equipped items of a certain level?

I'm just kind of curious as to why they didn't make it 219+ to include Ulduar10 weapons. Seem odd to totally ignore the 10 mans when Blizz has been specifically catering to players that exclusively run 10 man raids.

Maybe I'm just lucky, but both guilds I've run with, and every pug I've ever attended, I've been able to do more DPS than I felt was fair.
You're Euripides...you have a website designated to increasing DPS. If you WEREN'T in the top 3 I'd be worried.
Also...
Ulduar 10-player hard mode weapons have been updated to item level 232.
Which solves the Ulduar weapon problem.

"This is likely to be a design we continue for the next few tiers of content until we have the opportunity to overhaul ammo completely."
Kinda wonder what they're looking to do with ammo "completely."
Although, I did like the stacks of 1k, and the haste being hunter class innate now.

There has been talk of only needing one bullet which would operate more like a trinket for the bow/gun/crossbow.
we suffer similar repair bills to the other classes
I would say we're on par with mages in repair cost if that. We keep agro on either the tank or our pet and rarely take it directly. I've seen/heard about our guildy the Paladin and it costs him a few hundred gold a week for repairs.

At the end of the day its down to luck in a large part - and I would have hoped that Blizz wouldnt reward luck over skill.
It's an MMO, This means that there are two main elements at play, time and luck. The more of the former you have the better your odds are at having the latter. Skill can help you with luck (eg getting accepted into a good guild that rewards skill), but the basic mechanics of the game hinge on a time investment and so the more you can play the more chances you have at getting the drops you want, the DPS you want, access to the guild you want and so on and so forth.
I agree that Blizz's "fix" here is a bad one as I indicated in my previous post, but at the same time, thinking that this is a game of skill over chance is rather fooling yourself. I don't like that Blizzard have chosen to accentuate that aspect and I think it's horrible design and ill-conceived, they should at least try and disguise the luck factor more or at best downplay it somewhat, but it's also fairly indicative of the short design vision that's been exhibited for the past while.
As for the not-materialising ammo plan, I suspect the intention was to give us an ammo slot item that gives certain DPS boosts and other abilities (eg armour penetration, haste etc) and would have various item levels and "colour" (green, blue, purple) and likely come from raid drops and emblem purchases. In the great balancing act they planned the other classes around what Hunters should have gotten but never did, so the boosting of damage on high level items is a short cut bandage effort to compensate.
