The real issue is that in very short periods of time MM and SV hunters can have several shots and effects crit generating a very large amount of threat. Take this fight chart, look at how many times this hunter has threat spikes of over 14k:

That hunter could have been in the 80% threat level then hit one of those spikes and very easily have passed the tank.

and include the hunter. The hunters peak is rarely above anyone else. I know this fight is Hodir, but the picture is generally the same in our situation.
I'm gonna assume that the borderline reason is that hunters is lacking a passive threat reduction? Or is FD enough?
Because i assume using FD is a DPS loss as well?

mages have talented threat reductions, 40% for arcane and 10% for fire/frost, locks have 10% for affl or destro spells, hunters have no innate threat reduction so while your lock does in fact pull more dps the hunter is higher than the lock in effective threat...
however....
your hunter should also be using misdirect on the tank whenever possible and if he sees his threat climbing uncomfortably close should feign to drop his threat to 0
there's no need for your hunter to refrain from engaging for so long, he can start the pull by misdirecting onto you then unload as his 1st 3 threat generating abilities will transfer all the generated threat to you
i'm sorry to say it about a fellow guild mate of yours but there is no reason, under normal circumstances, a hunter should pull aggro

As an marks hunter I use
misdirection
just before a big shot. Since
auto shot
doesn't need to weaved into a rotation its easy for auto shot to use up 1 or 2 of the shots on misdirection. He'll need to keep that in mind and time the use of misdirection well.

Slight tangent here, but at least for us, we encourage pulling aggro on Hodir due to him being tauntable. Giving the tank a huge threat jump when they taunt.
FD is a slight DPS loss, even though it is off the GCD. Main reason is that it resets your auto shot to an unhasted speed(that timer starts when you stop FDing). In most cases though, I would much rather take that slight hit than pull aggro. Although, just because it is a slight loss, doesn't mean to just it whenever. Timing your feign in dead DPS times or right before burst DPS times(hero, double rapid fires) for best results. Also, try to feign at 90%+ threat, if at not in the 110-120% range(unless the boss has a chance of being in your melee, then feign at 90%).
DPS goes all out on Hodir, since as you say. He can be taunted ;)
What speck is this hunter we are talking about MM or Surv? As for him being out DPS'ed by the mages, I find most of the time mage's can out DPS, me on my MM hunter; however, damage done, I blow them away by 8-15%. As for pulling aggro on a boss, it should only happen if the tank dies, MD at pull, and every 30secs after that if need be. I like FD, but if your haveing to use it alot, then something is wrong anyway.

Got bored reading pretty quick, so forgive me if someone pointed this out already.
In my case the problem was I had added FD to my dps rotation, and as a matter of habit just mashed the button, and immediatly moved onto whatever the highest priority shot i had on CD. FD seems to work on a tick basis of some sort, so if you dont give it time to "tick" and clear your threat, then you just waisted your only threat eliminating cool down, and your omen is still yelling at you...until you die...so I now stare directly into the eye of omen until I see my threat clear, before resuming dps. just remember, that your dots are still burning, and as soon as you pop up from FD your threat is rising again.
My understanding (because I pulled threat so many times it behooved me to spend a day looking into it) is that by design hunter TPS > DPS, while many classes (rogues being the biggest case) are to some degree TPS < DPS. This is related to WHY pet threat is calculated separate from hunter threat.
The best explanation I have seen from a dev point of view, is that hunters of course do not spend 100% of their time in raids, so while leveling, questing, farming, hell fishing, when they are fighting mobs most of the time, the idea is for them to be dependant on their pet holding threat, while they blast away at it. In an attempt to require hunters to have SOME small degree of skill at their class, other than sending the pet in and rolling their faces on the keyboard, the idea is to force the hunter to manage his threat, and high dps (TPS) attacks, around his pets growl, and to ideally have epic fights against elites, alternating distracting shot/ mend pet/ growl rotations. Since a pets damage/threat output scales with our gear, once you have the pet tank skill down, it doesnt really change.
The suck comes when your hunter is top dps to begin with, plus his increased ratio of threat to dps, and isnt doing a good job with FD, it gets resisted...Nothing says WTF like the boss resisting your FD, and stepping on your neck. Happens to me all the time in the 25 ToC pvp event. get a few mobs on you, and pop FD, 1 of them is bound to resist it.
