My post was more directed at Deathbunny. I should have done the proper quoting of his comments, many of which in this post and others regarding tanking having been driving me nuts lately.
I dunno how accurate the statement of highest TPS per Rune is. I do agree that its the best threat per rune ability there is. But I'd be curious if starting off (as frost) with HB->BS->OB->BS wouldn't end up being higher TPS compared to DnD->BS->(OB or HB or IT->PS). The reason I say this is that DnD doesn't front load its threat. If looking at both rotations and stopping the timer when you are done with runes and move to runic power, I might have more threat built up. But then if you go beyond that time when DnD has finished that rotation might have ended up more overall threat. That would mean that on my rotation the DPS could pretty much start as soon as I attacked and because I got a good amount of snap aggro and with yours they may have to still wait a second or two for a few ticks of DnD. Overall though, I think both strategies have built up a solid thread lead that would be hard for dps to overcome.
In any case, it is a much better debate than what Deathbunny has been proposing.
I will do a test and find out the difference between the two at least a very base test and see what tps comes to in regards to the both of them. My typical thought when I see Deathbunny posts is to ignore it. But sometimes you have to correct them lest someone fall under that assumption he is correct. DnD/HB/BS is my typical multi mob pull beginning it allows continued threat generation on the other adds while waiting for HB while HB/BS/OB/BS will generate more single target threat but less multiple threat

I was actually speculating for a boss pull.
For a group pull, if I don't want to use DnD, I repeat HB->BB->Oblit->BB. I don't think that will out-threat a DnD starter, but I enjoy saving DnD for an unexpected pat. In a group pull, I think DnD is the higher TPS and per rune of the two options once all runes have been exhausted.
For example, when going from Grand Widow to Maexina, I'll run up to the spider groups and HB->BB->OB->BB and I'll still have my DnD available for if one of those roving spiderling groups or shades run up on the healers in the middle of the pull to do a Emp Rune Weapon->DnD.

Very nice strategy, I am going to keep that in mind for odd fittings like that it makes more sense than charging over and hoping my HB cooldown is up. Boss pulls I don't even use DnD unless I have too I can generate more dps the other way unless it's a boss with multible adds available at the onset of the attack. HB/BS/OB is just much better for dps reasons.

In thinking about the OP's original question of how do you spot a DK tank that generally knows what they are doing. Biggest key for me, and this of course depends on level:
Do they have a 2hander with a good amount of stamina and does it have Stoneskin Gargoyle on it?
As long as they hit that requirement I'll give them the benefit of the doubt at first. If during the course of the first few pulls they have aggro trouble or die rather quickly, I will then take a look at their spec and other gear. I pug a lot (leveling, heroics, raids that my group doesn't do), and in order to do so, you have to ignore quite a bit and give some good faith attempts until you then diagnose any problems and determine whether its worth it to continue.

You might encounter DKs with lots of hierlooms (like me :p) and so they are armed with a Bloodied Arcanite Reaver or the PVP equivalent. That cannot be runed (Oh god why? Can't you just make the runed effect not work for other classes like the shoulder enchants with lower levels?) and I cringe cos I can't use Stoneskin Golem. However, I work hard to stack everything else with the following crafted gear, and I am not a BSer which means there's no excuse for tanks who are serious about their work to not have them.
70-73: Wearing Cobalt battlegear at least. Blue tanking pieces from Outland can make it, but from wowhead comparison the cobalt pieces beat them flat out on the tanking stats.
74-78: Start seeing more blues. Tempered Saronite battlegear occurs in a range of levels up to 78, so it would not be surprising if you lv 70 cobalt being mixed with Tempered and drops from instances. Def >> stuff.
78-79: All cobalt should've been replaced. Grab items with tanking stats from quests since here on the BoE crafted for DPS are better than those from quests, but there are no tanking items till 80. This is why I call these levels the BSing tank black hole.
80: Start seeing titansteel! At least get a destroyer (that's my plan since my weapon now at 75 is a BAR).
That's just the gear aspect. Check for their HP in Frost presence; I hit 17k at level 75 with all my tanking gear on. Beyond that, it's all skill which can't discerned directly from gear; however, given the amount of effort he/she puts into getting the stuff that makes him/her a better punching bag, he/she might be reading up on what makes a good tank as well, which will help.
Just to add since there are prospective tanks reading this, know that good tanks trust the dps to screw things up and heals to be not enough. They tank

, by reacting accordingly, managing their life-saving cooldowns, watching who could be pulling aggro and their own positioning. That way when things do screw up, they are ready to react.
Absoultey, positively correct on that last one. Every good tank realizes that dps is going to screw up at one point, and tanks accordingly. The difference between a good tank and a great tank is a good tank has all the stats but doesn't understand positioning. A great tank will position himself and the mob at an angle where the dps has to move the least and he can see the healers for any "situations" which may arise.
From 78-79 there is a whole group of Rep tanking gear. that's what I use, it may be the BS blackhole, but if you are serious about tanking you will start farming rep back at 70. I am revered with 3 of the 5 in Northrend at 77 because I focused my questing on the groups that have tank gear.
