Well, you could just start using it. It'll get up really really quickly at first, so probably within a couple quests you'll be close to maxed.
If you don't want to do that, you can go to Shadowmoon Valley over near Black Temple. There is a big demon dragon thing that is banished that you can stand there and bash on. Personally though I wouldn't make the extra trip out there. I'd just start using it while you are questing. You'll be low damage for a little while and miss a lot, but it'll get better.

buy yourself a low damage trash 2h axe to make lowest damage and go low lvl instance.....thats how i do

Ah, I see. As of 3.0.8 he no longer gives skillups.
