How to form a guild, the good way?

I've been thinking and playing WoW for some time now. I've lead a single guild before on another MMO, and I like leading that kind of thing. I've attempted forming a guild before, however, I had to pay for signatures.

I think it's pretty crappy that I have to pay low level players to join a guild. I'd like semi-equal leveled players in a guild, not me being 70+ and the majority of other members not knowing where the Dark Portal is. I'd prefer to create a casual guild at first, then convert to a raid/casual style. Does anyone know what catches the eye of the average 70+ player?

Well I certainly like the idea. I can say when I was still farming Ramps for a drop I ran into quite a bit of new friends, and I still see one of them by surprise every day nearly. PvE and once I even randomly entered the same arena as him.

Anyhow, thanks for the advice. I'm of course welcoming any other advice people can offer, and I will most likely try getting a charter together again.
