I don't really think Overpower is worth stance dancing mid-fight, correct me if I'm wrong.

I think this is a better build for level 40 Fury:
http://www.wowhead.com/?talent=LZVVzmxxomzWhy? You should make Dual Wield spec & Flurry a priority with BT as your goal - if you don't need Piercing Howl (or rather, want) put that point into Commanding Presence. Get Precision for levels 41,42,43 & then flesh the rest out.

The attack rotation generally consists of using Whirlwind & Bloodthirst in conjunction with Heroic Strike only when a) you have over 50-60 rage as Quab said, and b) only when you will not overtake threat.
Taking a single point in Imp. Whirlwind will allow the cooldown times to adjust just right with Bloodthirst so you can keep a nice cycle going.
Use Whirlwind & Bloodthirst each & every time they're ready for use.
Attack pattern(with global cooldown & ability cooldown taken into account, Imp. Whirlwind 1 of 2)
Bloodthirst-> Whirlwind->
whatever-> Bloodthirst->
whatever-> Whirlwind-> Bloodthirst->
whatever->
whatever & repeat.
You essentially get BT & WW at the same times, then it repeats. It's important to stress that only one point of Imp. Whirlwind is used for this rotation.
The time between cooldowns ("
whatever") should be used for a rebuff, e.g. Rampage, Battle Shout.

Imp. Thunderclap will help you OT in case you ever need to. The only essential talents in the Arms tree that will increase your DPS as 17/44 are Imp. Heroic Strike, Anger Management, Deep Wounds, and Impale, everything else is just "throwaway" stuff, but Imp. TC can help your OT abilities by quite a bit.
People put 3 points in Imp. TC so that they can go deep enough for Deep Wounds/Impale. Where else are you going to put those 3 points? You will rarely get hit if you are DPSing so stun resist does not help much (although Deflection helps A LOT for OTing), you will never find yourself charging in a raid, it is actually a bad thing to switch to Battle Stance to use OP as Arideni said, and Rend is quite possibly the most useless talent in the whole game. Not a lot of good options there.
