Heroics is more than just armor, though that will directly increase your survival alongside health. I don't know you, or what you may know, but I'm going to direct you to Yakra's Tanking guide at the top of these forums - it's a great place to understand what kind of armor, etc. you need for PVE. I think you'll benefit greatly.
I don't have or know anyone personally who has tanked a Heroic as non-Protection, but it is possible. The general idea is that it's a lot of grueling, annoying time & takes forever, even with guildies (try finding a pug who would even accept you).
I'm naturally very biased against this entire concept - most people would rather pay the gold to respec each week than use inferior builds which don't cater to any specialty.
You're not going to find a build that allows you to do anything freely in PVP if you want to tank & vice versa.
The best thing for off tanking in Karazhan would go on to a typical fury/prot hybrid (pick up toughness/imp. shield block & last stand, defiance).

There, now that's out of the way. You're obviously looking in all the right places for your information & hopefully Ciderhelm has swayed you into mitigation over avoidance (ho ho ho). I commend you for reading so much & putting forth the effort to be a great warrior. If only everyone went the extra mile, but I digress.
Perhaps you can show us your talent build & tell us what exactly your top priority is (pvp? arena? offtanking raids? 5-man content?).

Trying to keep it in order here,
Toughness definitely shines in heroics & raids, it's a lot better than you realize & there could be any number of reasons why your healer had a hard time with you. It's heroic, after all, things are going to really pound on you. In PVP Toughness is just as good, it always stays the same, increasing your health directly with your Stamina. I suggest re-reading some of the material from Ciderhelm if you still question the value of Toughness; his guides are always very clear.
As far as Imp. Thunderclap for Heroic Mech, I would say it would be *great* for the gauntlet, but I guess other than survival & the gauntlet, no you don't need it. It becomes more of a tool to catch multiple mobs than hold agro in the gauntlet, so in that sense you can still benefit from using the base ability. Obviously with just the regular version things will peel off you much easier early on.
As far as the talent build you posted (11-5-45), well I can't say I have much experience seriously PVPing with a prot. build. I don't think you would need more than 1 point in Tactical Mastery, though (1 point = zerker+intercept). The only real thing other than that you changed was in Arms, to get Iron Will (good pvp choice).
I recommend you check out Armstrong's Devastate FAQ over at Tankspot (where Ciderhelm resides). That should give you some alternative ideas on tanking with Devastate without Imp. Bloodrage.
If i can trade 5 points in toughness i can have imp bloodrage (give a shield slam rather than devastate), an extra point in imp sunder armor. It will properly look like this:
