How hard is it to keep two completely dfferent gear sets?

I'm have Balance PVE and Resto PVE spec.
like already said before, some of the gear will be interchangeable, so both my sets are good enough for ulduar 10 and have a few pieces of it already in the set
and also like said before, just say you will roll for the spec you want to make better upon joining and most leaders will be ok with that
there is however one advantage of having 2 caster speccs when rolling on stuff then if you would have a caster and melee spec
like i said i have balance and resto, and for instance i'm rolling as resto on a run
a caster dps item drops where no one rolls on fast, and as such would become a off-specc roll you can possibly claim as resto still, if the stats are better then you're healing item
it's your choice eventually (when you have the item) with which spec (or both) you would use it...
if you have caster & melee that would be hard to justify to ppl ;-)

I really don't get the 'maintaining two gear sets is hard' line of argument. As someone said earlier in the thread, it's an investment of time. I manage to maintain six gear sets (not including four sets of frost resist) across four alts.
My warrior's prot and fury gear are similar in quality bar about 2 pieces, same for my druid's resto and boomkin sets. Even in the cases where some parts of gear are interchangable, you still might want different gems/enchants for those pieces...it's not hard to go back and grind the instance again to get a duplicate piece.
Can't get a heroic run with the guild? Go pug a couple. Invest the time. Unfortunately, no one's going to hand you two sets of gear, you've got to put in the effort.
What's the average emblem-cost to gear up a new alt? 205-255 emblems? Damn that's a lot of heroics. Given that heroics take an average of 30-45 mins to complete (maybe an hour if you include time spent finding a group), that's not much time out of your day to go grab a few emblems and maybe a drop you need.
This changes slightly with regards to raid-drops, and yes the gap between your main and offspec gear could start to widen. I haven't come across this yet as my (small, casual) guild are happy to let me choose my mainspec before each raid depending on what role I'm going to be filling for the majority of the night. I have a tank and two healers, and don't mind doing those jobs when no one else will so I get a bit of leeway as thanks.
Anyway, that's my experience and my opinion. Maybe I'm just blessed ;)

Indeed, heroics are just a problem of time to farm them, and you can redo them until it drops quite easily.
Raids however require organisation, especially if you don't want to pug with all the problems that come with it (or can't if that content is more advanced). It'll be once per week only, meaning general availability of gear is lower.

Only 2? I have a boss tank, trash tank, frost tank, cat dps, healing, frost healing set all in my bags right now kek.

Maintaining different armor specs is expensive and often not a good idea. The only cases in my guild where people have multiple raiding sets is players in healing or tank roles.
As a restoration shaman I have a enhance shaman offset that I have gathered from loot no one else wants (unwanted non-set mail is common enough) and dual-spec to enhance during fights in which I am not required to heal. I also have a half-decent elemental set (resto gear without most of the mp5 and a +hit cap) that my mage guild leader occasionally forces me to put on.
The point I am trying to make is that unless you fulfil a non-dps role normally, you probably will not have an opportunity to develop two different dps sets. The only classes that really need offsets are healers and tanks for when these roles can be cut down for flexibilities sake. Going restoration druid/balance druid or feral tank/feral dps is acceptable, but feral/balance is a bit foolish.
