I'm also curious why this matters. The only time I could see it happening with any sort of consistency is when a
Prayer of Mending
and a
Living Seed
(for example) pop off the same incoming attack, but even then I would imagine there's some sort of "first in first out" ordering to "losing the buff". But let's just assume 2 heals can proc at identical times, who cares how its applied? (I'm not trying to diminish the value of your question, I'm truly just curious)
Does your character's name start with Z and you're trying to explain why a guildmate is consistently lower on overheal?

the chances of the scenario the OP mentions actually happening is infinitesimally small! i would say that it is, if not impossible then definitely inconceivable that it would ever have such an effect that it would be noticeable on meters at the end of a single raid night.
here is a copy of the timestamp found in the combat log:

that's milliseconds!
now, go and find a particularly busy section of a combat log (say... the last 10 seconds of a sarth+3 zerg attempt) now, how many of those combat log entries are happening at the same time?
buffs, debuffs, AoEs yes.
HoT ticks? never.
ever.
to be clear, if your character name is
zdruid
and your friend's is called
adruid
then NO this is not an excuse for your massive overhealing and low effective healing.
