That is my preferred raiding spec. It has survivability, improved buffage, etc. I personally don't think reducing mana cost of Cleanse is worth 2 points, and I never use Lay on Hands except in PvP, so I find it rather useless for a PvE raiding spec.
A lot of fights don't really require you to watch your aggro (no aggro dumps on bosses), so Improved Righteous Fury is nice to mitigate some damage (in both PvE and PvP, bonus!).
