Hitcap that important? Even 50 below makes that big difference?

Hit helps to remove some of the randomness from fights. You could hit a bad streak where you miss a lot, which is not good on a burn phase. So yes, those few extra points can make a difference. Because you have a slow weapon, and your abilities all have fairly lengthy cooldowns, and you can hit a part of your rotation where you're just waiting for something to come off cooldown, every miss gets magnified as opposed to say a rogue that's doing a lot of fast smaller hits.
Expertise does the same, preventing dodges (you should be behind the boss and not getting parried). While as a ret you're doing holy damage, you can still have abilities like divine storm dodged. If you are that far into endgame, you really should be at expertise dodge cap.

I would recommend you work on getting back up to the hit cap regardless, but it may not be your only problem.
What's your skill with two handed axes? If you leveled with one until level 69 or something and haven't picked up another since that'll hurt your DPS as well.
But yeah, being 50 hit rating under the cap IS a DPS loss, just maybe not quite as big of one as you think.

There's no way losing that much hit can hurt that hard though.
How long are your dummy tests? If you just spend two minutes testing RNG alone could almost make that much difference.
Edit: Did some napkin math and the numbers make more sense now. Yeah, get more hit.

The thing is, you're a melee dps. So..
You lose AP, Crit, ArPen, etc you do less damage.
You lose Haste your damage slows down.
You lose hit, you do 0 damage for that attack(and since you're a Ret it goes on a Cooldown) and things that require a hit, don't proc. Like talents or trinkets. So missing with a spell or ability has a dramatic effect on Dps, so hit has much more effect than any other Stat until capped.

Being 50 under the hit cap would gimp your dps by 1-5%. Of course RNG could be unkind to you, but so could a run of poor crits. I'll leave it up to you as to whether you think a 5% dps loss is "big".
You need to get an addon like recount to see what your actual miss rate is.

With glyph of SoV and standing behind bosses you need about one and a half pieces of gear with expertise on it to hit the soft cap.
