Pretty broad questins, but for hit rating? almost 400 depending how you look at it. Let's not get too far ahead of ourselves, though.
The miss rate is 5% for attacks with maximum weapon skill at level 70 against a level 70 opponent and you need a total of 24% if you dual wield. The DW penalty is 19% miss (and -50% offhand damage). So, for the 5% base you would need ~79 hit rating. This translates to a total of 379.2 hit rating for all dual wield attacks.
When fighting a creature higher than your level at 70, i.e. a level 73 boss, you need weapon skill, which is now defunct. Expertise is now used to counter their increased skills.
Expertise is to keep your opponent from parrying or dodging, blocking etc. You need 78 expertise rating at level 70 converts to 5%. Basically, with 78 rating you will have removed 5% dodge and 5% parry from your opponent effectively causing 10% of your swings that normally would have been avoided to land. This works only when levels are both 70. A boss is level 73, so their dodge and parry is actually 5.6% each.
You would need a total of 87.36 against a level 73 boss (or unknown boss).

The best way is down the fury tree. Precision 3/3 gives you a full chunk of hit rating. For expertise, you can get that as well. They're both halfway down the tree, so look at them carefully. As Fury with Dual wield, always take Precision 3/3 into your build, work around it. I'm not too sure how much love expertise has gotten for dealing damage, but I would say you should work that into your build if at all possible.
About actually obtaining the rest of your To Hit, you're going to have a lot of digging around to do in way of gear farming. Fury plate itemization sucked the last time I looked. This is where a point of controversy comes in; some players will use leather for PVE dps to bridge the gap. An example is

from Heroic Slave Pens - a classic rogue pair of pants, but I've seen quite a few warriors wear them. Whether you go that path by force or by choice, is up to you.

if you're above 100 hit rating, and fury spec with 3/3 precision and 2/2 weapon expertise, *do not* gem for hit, it is a waste of valuable socket space. IMO, use +8str gems, +8crit gems in all your sockets, unless you want the socket bonus (if the bonus isn't str or crit i generally dont bother.)
There is plenty of plate gear with hit on it...I only have one leather item (Fel Leather Boots) and have 143 hit rating and have not gemmed for hit. I also have at least 25% crit and about 1630 AP.
Finding plate gear with +hit isn't has hard as you think.

I'm positive it's quite easier to get +hit plate now than it was several months ago. I agree, try to fix the problem with your gear instead of your sockets...gems allow you to manipulate items, but they shouldn't dictate the quality or bonus(es) of wearing an item over another in that way.
I agree with Nazgren, if you're over 100 hit rating
and
you have Precision w/ Weapon Expertise you're good. I also agree you shouldn't need to use yellow gems for +hit if you meet the latter criteria.
I do believe you should continue to seek out more +hit if you're dual wield, but perhaps focus on expertise at this point as well. They will help you greatly against higher level mobs vs. your weapon skill (make sure it's at 350 btw). Typical special attacks have a baseline 5% chance to miss and this is increased against a mob 3 levels higher. For 5% mark you want ~79 hit rating and for the "+3 levels" keep around 90 as a general guideline.
Your white damage is about half of your total damage output; the less chance you have of missing with dual wield the more prone your attacks are to navigate the combat attack table successfully.
