Can anybody come up with an at level content in which makes Hit point for point a better stat then Stam, Expertise or Defense?
Hit is better than defense for anything level 1-79, non-raids ;)
That and naxx 40...
Hence the "at level"

It is at the level if you're tanking HFR at level 59.

If you go in at lvl 62 you are higher then the instance is really designed for and Hit could then be of additional value.
actually, not really. if you are over level for the instance, you have a smaller chance to miss anyway... i still take def > hit.
i am a big fan of avoidance, and defense is a good way to get more. in any kind of even exchange, i will take avoidance, stam, or expertise > hit. if the hit budget is much larger, then i might pick the item with hit (like the boot example given above).

I haven't had problems being healed 3 levels below content, however, 3 levels below content, I can have serious trouble with keeping threat. Not being able to hold aggro at all is worse than taking 1-2 crits a minute at those levels, especially when crits are only about 1/10th of your hp.
Same can be said about overgeared healers and DPS in a heroic with an undergeared tank, my warrior friend did serveral heroics while being under the defense cap, significantly, and the only issue was holding threat against geared DPS.

To further clarify, here is an article from wowwiki.
Specifically for Special attacks
, Auto (White attacks are above). As you can see, getting Hit capped will increase rage and threat generation. Getting Dodge cap will also do that, every point decreases you chance to be Parried, meaning less Haste attacks from bosses meaning less overall damage taken (Parries will be inevitable due to the insane amount of Expertise needed, and us attacking from the front). After 263, 8%, hit becomes less valuable because your Specials will always hit, but, extra is better, but do not gem for Hit if you should fall behind. Extra expertise is always good, but, after cap, do not gem for it. It is slight avoidance due to less Parry-hastings, but pure avoidance stats like Dodge or Parry would be better.

if your OTing you will be a semilame dps for large parts of some bossfights. Think of fights like anub´rehkan, phase2 of Thorim in uld10, phase3 of northrend beasts, phase2 of of last boss in construct quarter, when Auriayas cats is down etc etc.
You are a dps then, your adds is down, your a dps, but stuck in gear you use to tank with in the wrong specc. Having pieces of gear with + hit on is really nice to be able to do your job properly. A slow hardhitting onehander with weapon chain in inventory should be mandatory for any self-respecting tank.

Extra isn't better. Once you have 263 hit rating, 8%, you will never have a Miss on any of your attacks. Hit rating over 263 gives you absolutely 0 return.
The only time having over 8% is of any use to a warrior is if you are dual wielding (i.e. Fury). Even then, more hit rating is at the bottom of the barrel (down there with Haste rating) with almost every other stat being worth more.
