Just something I came up with while playing my frostie today, seeing those lovely 17k crits during boss fights.
When
Deep Freeze
is cast on a target permanently immune to stuns, the cooldown of the spell should reset to 5/10/15/any reasonable amount of seconds.
This way it's not overpowered in PvP and provides a good amount of DPS to a Frost Mage in raid. Why not?

It's a fair change, removing 10-15 seconds of the CD when it does damage allows for that pvp balance, and increase in Frost DPS, which is very nice. The one thing that's holding back frost DPS is the low damage by Frost bolt, and the long cooldown of Deep Freeze.
