Basically it breaks down that Arms is PvP, Fury is PvE, and Protection is....well, protection. By far the best way to solo dps is the standard 17/44/0 spec, and by tweaking it you can provide decent instance utility as well.

Wrong! Arms warrior's can DPS. Proof of arms warrior's putting out 1600+DPS:

It also requires many points into the fury specifically improved slam.
In order to be sucessful you must learn to time the skill slam in between your auto attacks much like a hunter's steady shot.
Your attack Pattern would look like...
Auto Attack>Slam>MS>Auto Attack>Slam>Whirlwind>Auto Attack>Slam>MS>Auto Attack>Slam>Demoralizing Shout/Battle Shout
It also requires windfury to help improve DPS.
You really don't have to worry about this until you hit 70.
