The reason you are not seeing a lot on the 18/51/2 build is that since the 3.3 patch its viability is even more dubious than before.
Previously, I too had seen this spec proposed as higher overall DPS than the 3.2 standard 15/51/5, though I only saw this a couple of times. I disagree that this netted higher DPS and never found any supporting evidence.

Regarding Envenom vs. Evis, don't use Envenom as combat. You want your DP stacks to stay at 5 on the target at all times if possible so that your OH can proc IP from your MH. Obviously, with this spec you are running a slow, high dmg MH w/ instant poison & a fast high DPS OH w/ deadly poison. This is a sword/axe only build.
Whether you should be running a ruptureless build, which this is, can be gear specific so I would recommend spreadsheeting your toon to see if this makes the most sense for you.

Is this build really completely dependant on HaS? Does using mace specialization instead really make it stink bad enough that I should not worry about changing to it over my old mace using combat build?

Totally dependent on gear.
Actually, Mace MH w/ fist/dagger OH has previously been better at very high gear levels.
I have not checked this since 3.3, but you might want to spreadsheet yourself to see if it nets a DPS gain for you w/ the gear/weapons you have.
Edit: Also keep in mind that there aren't really any good mace OHs...at least not that I am aware of.

Haha, I think I answered before really thinking about what you asked.
The build I linked is a axe/sword only build, as it specs HnS.
The mace/cqc build I have seen, but never used, takes 4/5 Mace Specialization & 1/5 CQC in lieu of HnS.
