Why?
The only thing i can think of, is that you want to melee while healing and be some sort of "battle mage". DPS staves main advantages take effect when your in cat form for the FAP conversion; You will notice very little difference between dps with a caster staff and a dps staff in caster form because both will suck.

+ hit is a good stat for Raiding druids as it means that your combat res is less likely to be resisted by the person you are saving.
I find about 175 +hit to be about the sweet spot, i haven't missed with a res since i went over 150. It took a bit of time to explain to the DPS in the guild, but they realise that if someone dies that is more of a DPS loss to the group if my res misses than if they have an item with a bit more +hit on it.

to the OP, there are a few staffs in Ulduar that are good for moonkin DPS and also Resto,
The Lifebinder
and (to a lesser extent)
Rapture
. I don't think they are BiS for either spec, but they are pretty damn good.
