Someone has REALLY dropped the ball on adding this NPC.
Is it really that hard to parse the data you're being fed to add new things a bit more often?
You'll have him added and his loot table tied to him by the time he no longer spawns, right?
What's the point of having all the latest and greatest (upcoming) 2.3 new loot and changes when you can't add trivial little things like *ongoing* special event NPCs and loot tables on time?
Very disappointed with how some of the things go around here lately...

Can only agree. Lately it seems that most data updates are done by datamining the PTR and less by using the Wowhead Looter uploads. If it weren't so you'd have the Horseman in the database for quite a while now including all his loot and probably pretty correct percentages (I alone submitted at least 15 kills).
Yes, your devs are busy with profiles and whatnot, but don't forget: accurate data is everything. At the moment, it gets watered down more and more with all the PTR stuff that's not even finalized yet.

I understand your frustration, I'm frustrated too. Please understand it's often more complicated than pushing two buttons and a downtime of 5 minutes. Filtering out private server data, updating the parser for new patches, etc etc. As far as new PTR items go, it's also much easier to process and upload a couple of megabytes from one person, rather than the gigabytes we recieve from thousands of users.
We're fully aware that the complete Hallow's End data is still not on the site, and we
are
really sorry about this. Holding up data is not something we want to do, nor would we ever. The fact that Skosiris, Mystadio and I had a lot of emergency travelling to do this week doesn't make things run faster either.
This is the first time such a delay has happened, and it'll be the last. Meanwhile, I'd ask everyone to please be patient.
"We are aware of the problem, and we're working on a solution." Classic customer service BS line, but nonetheless true.

Thanks very much for your response; we all appreciate it.
We do not know what's involved in performing the updates (it does sound like a lot without knowing 10% of it; you're right) and it sounds like you are well aware of the delay this time and there's good reason(s) for it, so I'm sure we'll forgive and forget.
I, for one, am over it already.
Keep up the good work.

Not nearly as bad as the line Blizzard used to lay on us to justify constant realm stability and latency issues:
