We use loot council and it is similar to what you mentioned. Members of the loot council check what gear people have and then decide who gets the loot according to the raid attendance and contribution to the raid.
Even though this in some way is 'fair', I can only imagine all the nerdrage it produces from people that the council obviously didn't think would deserve a drop.

If you only have a blue chest why should you get the drop over someone who puts more effort into gearing?
You should at least be rocking the 7.0 chest that you can get with badges.
I have the 7.0 piece for my tank set. They asked me to go Fury b/c we have like 5 uber geared tanks. So what your saying is that if someone plays more than me then that person should be entitled to drops b4 me. That makes no sense. I can farm crap for hours on end and lose to someone else b/c of a crappy roll I dont get !@#$ed. Its the game. I just dont agree with someone saying to me I cant roll because my dps was ---- or b/c I was cant raid every night of the week.
Anyways, I went to our guilds website and looked around to see who was getting items, how many, ect for this week. Cuz the 2 people who were "Allowed" to roll on the chest both already had epic items in slot, I think they definitely play favorites. There was 6 people who had received over 5 items then everyone else was either 1 or none. So I left and found another Guild.
If it was your first run with the guild, it's normal to not get any loot. Lets say they gave you the piece, and than you quit wow again for few months ... what does the guild get out of it? nothing. They wanted to gear up people who contribute to runs more often. It's normal.
If you keep raiding, you'll get loot. If you can't meet the guild's raid requirements, you may want to find another guild, or just pug - pugs are always free roll (usually some limit on how many items you can win per run/boss).

For each raid we have a master looter that hands out the loot.
When a piece drops all main specs /roll for it, highest roll wins the loot. If no main spec rolls, then off-specs get to roll, if no off-spec rolls the pieces goes to an enchanter for DE. Nice and simple.

I feel the loot council/dkp/other insane systems are outdated and only lead to inconsistent gearing and "playing favorites". It's a lot of work and a lot of headache for a freaking piece of loot you'll see drop several times in the course of a month or you'll even see it several times in 1 instance.
This is to weed out the people that only join guilds for loot and not for progressions. this system works simply because people have to put effort in to get their gear and not just join one raid get lucky and join a new guild with their new loot which could have been in use by a more loyal / deserving member
