So i was being attacked by about 2 people. Im in cat and change to bear form then inbetween it i seem to be stunned and end up standing there in plain tauren form.
Why does this happen?

You got a hammer of justice in your face in that one half second it takes to change forms?

Cow, bear... Much the same, innit?
But seriously, it shouldn't be like that. Apart from being annoying and not making much sense, I guess it just means the game doesn't move you from form A directly to form B, but via your racial form. And as Fonjask suggests, you got stunned just at the wrong fraction of a second.
Could also be a bug. *shrug* I'm not really helping much am I? Well, you have my sympathy, at least.

If you get stunned in one form, and try to switch to another, you shift to caster form and stay there until the stun ends and you can shift to the desired form. It's a mechanic of the shapeshifting abilities and you should just get used to it.
Improved Barkskin is looking better all the time...

Ah i just tested this.
You can change out of your shapeshift form in stuns. So as long as u dont press cat form youll just stay there. I think I just panicked and spammed shapeshift buttons cos nothing was happening, because i was stunned before i could tell i was.
At least if your in cat u get -30% damage taken. With talents.
Saving the barskin glyph for then is also good idea.

I see what people are saying but fact is our form shift is instant cast so really we shouldn't be stunned into caster form when changing. I really hope Blizz fixes this.

m8, this sorta stuff happens all the time on my rogue in pvp,
hunter will start attacking me, i use cloak of shadows to get rid of hunters mark and other dmging spells, vanish, then he shoots me again even though im miles away, he shudnt be able to still target me, but it happens
Yeah, I do know that if the hunter had a shot fired off and you cloak, that next shot will hit you. Latency can really be a contributing facter in the game seeing which happened first too.
If someone has an ultra fast PC and extremely low latency, PvP is SO much easier to pull off against someone with average to high latency.

to the OP, it's not a bug, it's not broken, you're simply getting stunned before you shift and by attempting to switch forms while stunned you're deactivating your current form as all it is is a very complex multipurpose buff and buffs can in fact be removed while incapacitated. if you have a problem with shifting to caster form then stop trying to shift while stunned and your problem is solved.
it's not like cloak of shadows which is in fact quite buggy especially when it comes to midair projectiles
once again if you don't want to shift to caster form stop trying to shift while stunned
