Depends on what you want to do at 70.
I'm a firm believer in going 60-70 as the spec you intend to stay at 70 simply because it allows you to build the skills in the crap Ramparts groups that don't really matter for the 10 and 25-man raids where your mistake could mean a 5g loss from everyone in the raid for repairs.

If you're going to be doing equal amounts of grouping AND soloing, then a Prot build would be a good choice; it's a highly surviveable build that can both tank for the group and heal, but if you're looking to dish out the DPS then Prot isn't for you as you'll kill things - slowly but surely.
Cassik: the Sergeant's Cape is a great one for Pallies, since it isn't too hard to get from PvP and provides great armor. I kept it from (I think) level 38 up through 63. However, the rest of my gear (including
Stockade Pauldrons
and
Hammer of the Northern Winds
) quickly got replaced by green quest rewards within the first 10 quests in Hellfire Peninsula. There
is
a huge disparity in gear quality between what you can get from grinding or PvPing pre-BC content and what you can get from regular questing in Burning Crusades - which makes me a little sad. DEing those purple shoulders broke my heart...

I just made it to the outlands myself at lvl 58 and immediately picked up some really nice leggings as a quest reward and not long after that I got a new blue chest that is great tanking gear as well. I have a quest that will give me some excellent shoulders as soon as I finish it. All this and now I am lvl 59 in about 3 hours of play time. I have also made about 10 gold. Outlands are AWESOME. I can take down 3 mobs at once all lvl 58-60 by myself with not too much problem. Sometimes you will be almost done and you will get some adds which sucks but if you do it right you can still take them as well. The mobs are really tight so it is hard to pull and fight just 1 or 2. I respec'd to clean up my talents some and it is serving me well so far. Goodluck, you'll love it over there.

Spec at 58 prot or ret and if you want to know armor here is my guy at 60 with armor I picked up from quests and the first instance. 58-60 should be easy lvling. Lots of high lvls runing ramps with friends just find a way to tag along and get lucky to pick up som good items.
SUre on the gems you can put whatever you want on them you don't have to do what I did and go for spell damage.
