The reason most of these glyphs are chosen or not chosen is usually considered common sense.
Howl of Terror - Is affliction PvPs talented CC. It should be used whenever it is of CD (pretty much). Reducing the CD = more howls = more control.
Siphon Life - is a TERRIBLE glyph overall. The healing SiLi provides is small as it is, increasing it isn't going to get you anywhere.
Fear - is a generally bad glyph. The only reason it is even considered is because Affliction doesn't really have many good glyph options. Fear is not used as a CC to use while nuking; fear is used to either get somebody off of you or to keep them out of the game. Glyphing it to take 500 more damage is NOT super effective.
Shadowflame - isn't useful for affliction. If you want someone to move slowly, use CoEx. This glyph is amazing for destruction though, as destro lacks an on-demand snare.
Unstable Afflction - Fairly useless. More useful than SiLi, sure, but still a terrible glyph. UA has a short cast time as it is, if a rogue is good enough to kick a 1.3 second cast he is good enough to kick a 1 second cast.
Corruption - Not a great glyph, but its better than the alternatives (UA and Fear). It is what it is, and nothing more.
When I spec for PvP Affliction I take Soul Link (Mandatory), Howl (Mandatory) and Corruption (for lack of something better). Come next patch, the glyph selection is going to be cookie cutter (Soul Link, Howl and Quick Decay).

I personally don't find much use for HoT glyph. It's nice for arena's but I normally don't find myself needing HoT more than once a fight. I like UA because it allows me to get my UA off faster. But the glyphs are mostly preference.
It's just an instant cast fear, usually the first i use in a fight. Then i dot them up HoT runs out and i fear them again. Then i tend to use drain life as filler. :)
